Rava cited Rav Sechora who cited Rav Huna: The halacha is in accordance with Rabbi to forbid {even by eruv chatzeirot}.

The Sages learnt {in a brayta}:
If Yom Tov falls on Shabbat:
Bet Shammai say: He should pray {in the Amida} eight {rather than the usual 7 for Shabbat of 7 for Yom Tov} - {a blessing} for Shabbat by itself and for Yom Tov by itself {thus yielding an addition blessing}.
And Bet Hillel say: He should pray seven {blessings, incorporating both Shabbat and Yom Tov into a single blessing}. He should begin with {mentioning Shabbat} and close {the blessing} with Shabbat, and mention the sanctification of the day {of Shabbat and Yom Tov} in the middle.
Rabbi says {modifying Bet Hillel so that he does not end only with Shabbat}: He should close "Who has sanctified the Shabbat, Israel, and the Seasons {=festivals}."

א"ל אטו שבת ישראל מקדשי ליה שבת הא מקדשא וקיימא אלא אימא מקדש השבת וישראל והזמנים

A tanna {someone who said over Tannaitic statements} taught before Ravina: "Who sanctifies Israel and the Shabbat and the Seasons.
He {=Ravina} said to him: Because of Shabbat, Israel were sanctified. Shabbat sanctifies and stands by itself. Rather, say "Who sanctifies Shabbat and Israel and the Seasons."
Rav Yosef said: The halacha is like Rabbi {that we mention all these in the closing} and as in the correction of Ravina.

א"ר הונא אין הלכה כאותו הזוג:

The Sages learnt {in a brayta}: If Shabbat fell on Rosh Chodesh or Chol haMoed:
During Maariv, Shacharit, and Mincha one prays seven {blessings in Shemoneh Esrei -- this is the standard Shabbat Shemoneh Esrei} and he says Yaaleh veYavo with mention of the occasion in Retzei. Rabbi Eliezer says: In Modim {like where we place al haNissim}.
And during Mussaf, he begins {the center blessing of Shemoneh Esrei, which is usually tikanta Shabbat} with {mention of} Shabbat and end with Shabbat, and say the sanctification of the day in the middle {which is what we accomplish with ata yetzarta}.
Rabban Shimon ben Gamliel and Rabbi Yochanan ben Beroka say: Any place where is is established for seven {blessings - that is, Maariv, Shacharit and Mincha}, he begins with that of Shabbat and ends with that of Shabbat, and says the sanctification of the day in the middle {rather than, as the Tanna Kamma and Rabbi Eliezer had, in a separate yaaleh veyavo}.

Rab Huna said: The halacha is not like that pair {=Rabban Shimon ben Gamliel and Rabbi Yochanan ben Beroka}.
{Thus, during Maariv, Shacharit, and Mincha, we use the separate yaaleh veyavo.}

ורבא אמר מניח אדם עירובי תבשילין מיו"ט לחבירו ומתנה אבל לא עירובי תחומין

Rabbi Chiyya bar Ashi cited Rav: One may establish his eruv techumin on the first day of Yom Tov for the next {= the second day of Yom Tov of the exile} and make a condition, and certainly may do so for his eruv tavshilin.
{That is, since only one day is in fact Yom Tov and the other is really weekday, one can state: If today is weekday, then it is fine to make an eruv techumin or an eruv tavshilin. If today is Yom Tov and tomorrow is a weekday, then no eruv is necessary. And a similar idea for eruv techumin, except with specifications for both days.}
And Rava said: One may establish an eruv tavshilin from one day of Yom Tov to the next and make a condition, but not for eruv techumin. For one may not acquire residence {for techum Shabbat/Yom Tov purposes} on Yom Tov.

And the halacha is like Rava since he is later.
And it is logical to us that these words {that one can establish eruv tavshilin but not eruv techumin} is specifically to eruv techumin, for there is an issue of acquiring a residence. However, eruv chatzeirot which is just nullifying one's ownership/domain {in the courtyard}, one may establish his eruv {chatzeirot} on the first day of Yom Tov and make a condition, and say as follows: "If today is weekday, with this eruv let it be permitted to us on Shabbat {which comes after the two days of Yom Tov} to carry from house to house and from residence to residence. And if today is Yom Tov, there is nothing to my words." And on the next day, on erev Shabbat, which is the second day of Yom Tov, he should say as follows: "If today is Yom Tov, I have already established the eruv {chatzeirot} yesterday, and now, I need nothing. And if today is a weekday, in this eruv {that I establish now} let it be permitted to us to carry from house to house and from residence to residence."

And how does he establish an eruv tavshilin on condition?
Such that the two days of Yom Tov of the exile fall on Thursday and Friday, such that he needs to establish an eruv tavshilin on erev Yom Tov, which is Wednesday.
And if he forgot and did not establish one on erev Yom Tov {=Wednesday}, he can establish the eruv on the first day of Yom Tov, which is Thursday, and say as follows: "If today is Yom Tov, then tomorrow is a weekday and I do not need anything {to cook from a weekday for Shabbat}. And if tomorrow is Yom Tov, then now is a weekday, and with this eruv which we establish it should be permitted for us to bake and cook from Yom Tov to Shabbat.
And this is specifically for the two days of the exile, but by the two days of Yom Tov of Rosh haShana, no, as we said in the first perek, that Ravina was sitting before Rav Ashi on Rosh haShana. He saw that he was dejected. He asked him, "why are you dejected," etc...

The Sages learnt {in a brayta}:
One may not bake from Yom Tov to Shabbat. All the more so from Yom Tov to a weekday.
In truth they said {=halacha leMoshe miSinai}: A woman may fill a pot full of meat even though she only needs one piece.
A baker may fill a barrel of water even though he only needs one jug.
However, to bake, he may only bake what he needs.
Rabbi Shimon ben Eleazar says: A woman may even fill an oven with bread, because the bread bakes better when the oven is full.
Rava said: The halacha is like Rabbi Shimon ben Eleazar.

מאי?

It was a question to them: If one did not establish an eruv tavshilin, is it that he is forbidden {to bake for Shabbat} and his flour is forbidden, or perhaps {both} he is forbidden and his flour is forbidden.
Why does it matter? In terms of whether he must transfer ownership of his flour to others {for them to cook for him}.
If you say that he is forbidden but his flour is not forbidden, he need not transfer ownership of his flour to other, but rather others may {directly} bake for him.
And if you say that he is forbidden and his flour is forbidden, he needs to transfer ownership of his flour to others.
What {is the law}?

ת"ש מי שלא הניח עירובי תבשילין ה"ז לא יאפה ולא יבשל ולא יטמין לא לו ולא לאחרים ולא אחרים אופין ומבשלין לו כיצד הוא עושה מקנה קמחו לאחרים ואחרים אופין ומבשלין לו ש"מ הוא נאסר וקמחו נאסר ש"מ:

Come and hear {a proof}: If one did not establish his eruv tavshilin, he may not bake nor cook nor insulate, not for himself nor for others, nor may others bake or cook for him. What should he do? He should transfer ownership of his flour to others, and others bake and cook for him.
We thus deduce that he is forbidden and his flour is forbidden.
We indeed so deduce.

It was a question to them: If he violated and baked, what {is the law}?
Do the Sages penalize him or not?

{Beitza 17b}
And we attempt to resolve this from that which they learnt {in a brayta}: If one established his eruv tavshilin, he may bake, cook, and insulate, and if he wishes to eat his eruv, the permission is in his hand. If he ate it while he did not yet cook or while he did not yet insulate, he may not cook, insulate, or bake, not for himself nor for others, nor may others bake or cook for him. However, he may cook for Yom Tov {=that day} and if he leaves over, he leaves over {and may martake of that for Shabbat}, so long as he does not resort to trickery {and really cook for Shabbat}. If he used trickery, it is forbidden.
And we deduce from this that if he violated and baked, it is forbidden.
And Rav Ashi rejects that: Trickery is different in that the Sages were more stringent in it than in willful violation.
And so we do not resolve our question.

בש"א שני תבשילין וכו': מתני' דלא כי האי תנא דתניא אמר רשב"א לא נחלקו ב"ש וב"ה על שני תבשילין שצריך
על מה נחלקו על דג וביצה שעליו
שבש"א שני תבשילין וב"ה אומרים תבשיל אחד

אמר רבא הלכה כתנא דידן ואליבא דב"ה דאמרי לא צריך אלא תבשיל אחד:

"Bet Shammai say: Two cooked dishes...":
Our Mishna is not in accordance with this brayta. That they learnt {in a brayta}: Rabbi Shimon ben Eleazar said: Bet Shammai and Bet Hillel do not argue regarding two cooked dishes, that they {=two rather than one} are required. On what do they argue? On the fish and the egg that is upon it. That Bet Shammai say that we need two cooked dishes {and this counts as one} and Bet Hillel say a single cooked dish {such as this is all that is required}.

{So is how we explain the above according to Rashi. This works out awkwardly with the language actually in the gemara, so Tosafot has a solution with the language reversed. It doesn't really matter since we do not rule in accordance with this brayta. Which brings us to:}

Rava said: The halacha is like our Tanna {in the Mishna} and accordance to Bet Hillel, who say that we only need a single cooked dish.

אכלו או שאבד לא יבשל עליו לכתחילה אמר אביי נקטינן התחיל בעיסתו ונאכל עירובו גומר:

If he ate it or lost it, he should not cook initially based upon it.
Abaye said: We have a tradition: If he began his dough and then the eruv was consumed, he may finish.

Mishna:

חל להיות אחר השבת ב"ש אומרים מטבילין את הכל מלפני השבת ובה"א כלים מלפני השבת ואדם בשבת:

If it {=Yom Tov} fell after Shabbat:
Bet Shammai say: We must immerse everything before Shabbat.
And Bet Hillel say: Utensils before Shabbat, and a person on Shabbat.
