Rif Megillah 16b {Megillah 25b continues; Tosefta; END MASECHTA}

16b

{Megillah 25b continues}

And the Chariot, they read it to the public. The incident with Reuven is read but not translated.
There was an incident with Rabbi Chanina ben Gamliel that he went to Cabul, and he read {Bereishit 35:22}
כב וַיְהִי, בִּשְׁכֹּן יִשְׂרָאֵל בָּאָרֶץ הַהִוא, וַיֵּלֶךְ רְאוּבֵן וַיִּשְׁכַּב אֶת-בִּלְהָה פִּילֶגֶשׁ אָבִיו, וַיִּשְׁמַע יִשְׂרָאֵל; {פ}

22 And it came to pass, while Israel dwelt in that land, that Reuben went and lay with Bilhah his father's concubine; and Israel heard of it. {P} Now the sons of Jacob were twelve:
and he told the translator "only translate the last part," and the Sages praised him.

The second account of the incident of the Golden Calf should be read but not translated.
To explain, because of the honor of Aharon.
And this is the second account of the incident of the Golden Calf: From {Shemot 32:21}
21 And Moses said unto Aaron: 'What did this people unto thee, that thou hast brought a great sin upon them?'
until {verse 25}:
25 And when Moses saw that the people were broken loose--for Aaron had let them loose for a derision among their enemies--
until {verse 35}:
לה וַיִּגֹּף ה, אֶת-הָעָם, עַל אֲשֶׁר עָשׂוּ אֶת-הָעֵגֶל, אֲשֶׁר עָשָׂה אַהֲרֹן. {ס} 35 And the LORD smote the people, because they made the calf, which Aaron made. {S}

"The blessing of the priests is read but not translated":
What is the reason? Because of Yisa Hashem Panav Eilecha {which might be interpreted as showing partiality}.

The incident with David and Amnon is not read and not translated. But you said {earlier} that the incident of Amnon and Tamar is read and translated. This is no question. Here is where it is written Amnon son of David {where we may not read}, while here is where is simply is written Amnon.

The Sages learnt {in a brayta}: All the verses written in the Torah negatively, we read them towards praise {/good = a sort of Bowdlerization}. {Devarim 28} ישגלנה becomes ישכבנה {both mean sleep with, but ישגלנה has a cruder aspect to it}. {Devarim 28} בעפולים becomes בטחורים {both are hemorrhoids, but the former is cruder}. {II Kings 6}:
25 And there was a great famine in Samaria; and, behold, they besieged it, until an ass's head was sold for fourscore pieces of silver, and the fourth part of a kab of dove's dung for five pieces of silver.
{II Kings 18}:
27 But Rab-shakeh said unto them: 'Hath my master sent me to thy master, and to thee, to speak these words? hath he not sent me to the men that sit on the wall, to eat their own dung, and to drink their own water with you?'
{II Kings 10}:
27 And they broke down the pillar of Baal, and broke down the house of Baal, and made it a draught-house, unto this day.
Rabbi Yehoshua ben Korcha said: למחראות should be sustained as the reading, for it is to the disgrace of idolatry.
For Rav Nachman said: All mocking is forbidden, except for mocking of idolatry, which is permitted, for it is written {Yeshaya 46}:
1 Bel boweth down, Nebo stoopeth; their idols are upon the beasts, and upon the cattle; the things that ye carried about are made a load, a burden to the weary beast.
ב קָרְסוּ כָרְעוּ יַחְדָּו, לֹא יָכְלוּ מַלֵּט מַשָּׂא; וְנַפְשָׁם, בַּשְּׁבִי הָלָכָה. {פ} 2 They stoop, they bow down together, they could not deliver the burden; and themselves are gone into captivity. {P}

Rabbi Yannai said: From here {Hoshea 10}:
5 The inhabitants of Samaria shall be in dread for the calves of Beth-aven; for the people thereof shall mourn over it, and the priests thereof shall tremble for it, for its glory, because it is departed from it.
Read not its kevodo {its glory} but rather keveido {its excrement - so Rashi}. {it seems that Rif interprets this otherwise:}
That is to say, it is as if its liver{כבד} was taken and its desire was nullified {for in Hellenic medicine, the liver is the seat of desire} and nothing at all helps it, and this is a language of mockery.

Rav Huna bar Munach cited Rav Acha son of Rav Ikka: It is permitted for an Israelite to tell an idolater "take the idol and place it in your Shin Tav {buttocks}."
And someone about whom evil reports are heard, it is permitted to disgrace him with Gimel and Shin.
To explain: son of a maidservant {Shifcha}, son of a female convert {Giyoret}.
And {similarly,} we learn in Sanhedrin, in accordance to whom do we call an evildoer son of a righteous man an evildoer son of an evildoer? Like this tanna, etc....
{Others explain Gimel Shin differently.}

Tosefta:
That which is written to the plural, one may not paraphrase it to singular; singular, one may not paraphrase it to plural.
Rabbi Yehuda says: If one translates a verse according to its form {literally}, he is a liar, and if one adds, he is a blasphemer.

{Ran gives this illustrative example: Shemot 24:10
10 and they saw the God of Israel; and there was under His feet the like of a paved work of sapphire stone, and the like of the very heaven for clearness.
Translating literally like that of the JPS translation above -- "and they saw the God of Israel" -- one is a liar, for they did not actually see Hashem.
Adding things, for example, translating it "and they saw the angels of Hashem, God of Israel, and the bottom of his throne of glory {perhaps this last is a translation of וְתַחַת רַגְלָיו} -- one is a blasphemer, for he equated the honor of the Master {Hashem} with the honor of His servant {the angels}.
Rather, translate like Onkelos -- and they saw the honor of Hashem God of Israel.
}

A translator {or repeater who restates things loudly} who stands before the Sages is not permitted to take away, add, or change, unless he {the one he is acting as turgeman for} is his father or teacher.

Rif Megillah 16a {Sotah 39a - 40a; Megillah 24b - 25b}

16a

{Sotah 39a}

And the kohen who lifts his hands, what does he bless {before saying birkat kohanim}?
Rav Chisda said: Blessed ... Who sanctified us with the holiness of Aharon and commanded us to bless his nation Israel with love.
When he uproots his legs to go, he says: May it be Your will before You, Hashem our God, that this blessing which you commanded us to bless your nation should not have in it any stumbling or sin, from now until forever.
{Sotah 39b}
And when he turns his face from the congregation, he says, "Master of the Universe! We have performed that which you have decreed. Do that which You have promised us. Look from your holy abode, from heaven, etc."

The people, at the time of birkat kohanim, what are they saying?
Rav Chisda said: {Tehillim 103:20}:
20 Bless the LORD, ye angels of His, {N}
ye mighty in strength, that fulfil His word, hearkening unto the voice of His word.
21 Bless the LORD, all ye His hosts; ye ministers of His, that do His pleasure.
כב בָּרְכוּ ה, כָּל-מַעֲשָׂיו-- בְּכָל-מְקֹמוֹת מֶמְשַׁלְתּוֹ;
22 Bless the LORD, all ye His works, in all places of His dominion; {N}
bless the LORD, O my soul. {P}

{Sotah 40a}

Rabbi Chiyya bar Abba cited Rabbi Yochanan: Whoever says these outside the Temple is only making a mistake.
Rav Chanina bar Pappa said: Know that in the Temple, as well, you do not need to say them. Has there ever been a servant who they bless him and he does not show favor in return?

{This seems an error, a hybrid nusach composed of two sequential statements. Our gemara has:
אמר רבי חנינא בר פפא תדע דבמקדש נמי לא מיבעי למימרינהו כלום יש לך עבד שמברכין אותו ואינו מאזין א"ר אחא בר חנינא תדע דבגבולין נמי מיבעי למימרינהו כלום יש עבד שמברכין אותו ואין מסביר פנים}

Rabbi Abahu said: Initially, I said them. Once I saw that Rabbi Abba of Acco did not say them, I also did not say them.

Rabbi Eleazar said: Any kohen who killed someone should not lift his hands, for it is stated {Yeshaya 1:15}:
15 And when ye spread forth your hands, I will hide Mine eyes from you; yea, when ye make many prayers, I will not hear; your hands are full of blood.

We learn in the fourth perek of Taanit {Taanit 26b}
One who is drunk is forbidden to duchen. From where do we know these words?
Rabbi Shimon ben Pazi cited Rabbi Yehoshua ben Levi who cited Bar Kappara: Why is the section of the Priestly Blessing juxtaposed with the section about the Nazirite? To inform you that just as the Nazirite is forbidden in wine, so is the blessing Kohen forbidden to have wine.

{Sotah 40a}

The Sages learnt {in a brayta}: There are things which are read and translated; read and not translated; not read and not translated:
The story of Creation is read and translated, and we do not fear that perhaps they will come to ask what is above, what is below, what was before, and what is after.

{Megillah 25b}
The story of Lot and his daughters is read and translated, and we do not fear for the honor of Avraham.
The story of Yehuda and Tamar is read and translated, because of the praise for Yehuda, for he admitted.
The first incident of the Golden Calf is read and translated, and we do not fear for the honor of Israel, for this is good, such that they gain atonement.
The curses and blessings are read and translated, and it should not be so that one begins and another ends, but rather the one who begins completes them all.
And these words {about one person reading them all} is regarding the curses in Vayikra, as we wrote in perek Benei haIr {perek 4}.
Warnings and punishments in Torah are read and translated, and we do not fear lest people come to perform them out of fear.
The story with Amnon and Tamar is read and translated.
The story with Avshalom with his father's wives is read and translated, and we do not fear for the honor of David.
The story with the concubine if Giveah is read and translated.
{Yechezkel 16:2}:
2 'Son of man, cause Jerusalem to know her abominations,
is read and translated.

There was an incident, in which someone read {Yechezkel 16:2}:
2 'Son of man, cause Jerusalem to know her abominations,
before Rabbi Eliezer. He {Rabbi Eliezer} said to him: Go and cause to be known the abominations of your mother!

And the halacha is not like him.

Rabbi Yehoshua ben Levi said: If his hands are covered with white patches, he should not lift up his hands.
A brayta also says so: If his hands are covered with white patches {/eruptions}, he should not lift up his hands. If they are bent or crooked, he should not lift up his hands.

A brayta also says so: The residents of Chaifa, or Bet Shean, and of Tevonin do not go before the lectern {as a shliach tzibbur} because they read their Ayins and Alephs and their Alephs as Ayins.

A brayta also says so: A man blind in one of his eyes may not lift up his hands, and if people in his area are used to him, it is permitted.
And the one who was in the area of Rabbi Yochanan who lifted up his hands, people in his area were used to him.

"Rabbi Yehuda says: Even one whose hands are dyed with wood or madder root":
A tanna taught: If the majority of the people in that city work with that, it is permitted.

We learn in Rosh Hashana, in perek Rauhu Bet Din {28b}:
How do we know that a kohen who gets up to duchen {to give birkat kohanim}, that he should not say, "Since permitted was given to me to bless Israel, I will add a blessing of my own, such as {Moshe's blessing in Devarim 1:11} אֱלֹהֵי אֲבוֹתֵכֶם יֹסֵף עֲלֵיכֶם, " the God of your fathers make you so many more as ye are." Therefore it informs us {Devarim 4:2}
2 Ye shall not add unto the word which I command you, neither shall ye diminish from it, that ye may keep the commandments of the LORD your God which I command you.
And we say over there that if he happens upon another congregation, he once again blesses.
And we deduce from this that a kohen who spreads out his hands in one place, and goes to another place which did not yet reach birkat kohanim, when they read birkat kohanim, he spreads his hands out for tham {as well} and it is fine.

We learn in the seventh perek of Sotah {38a}:
"And these are said in Hebrew: reading {the Torah}, parshat Bikkurim {first fruits}, Chalitza, blessings and curses, the blessing of kohanim, etc."
And we say in the gemara:
The Sages learnt {in a brayta}: {Bemidbar 6}: "So shall you bless" - in Hebrew.
So shall you bless - while standing. So shall you bless - with lifting of hands. So shall you bless - with the Ineffable Name. Perhaps also {with the Ineffable Name} outside of the Temple? Therefore it informs us {Bemidbar 6:27}:
כז וְשָׂמוּ אֶת-שְׁמִי, עַל-בְּנֵי יִשְׂרָאֵל; וַאֲנִי, אֲבָרְכֵם. {ס} 27 So shall they put My name upon the children of Israel, and I will bless them.' {S}
meaning in the place where My Name is there, for it is written {I Kings 11:36}:
36 And unto his son will I give one tribe, that David My servant may have a lamp alway before Me in Jerusalem, the city which I have chosen Me to put My name there.
So shall you bless - face to face.
So shall you bless - with a loud voice.

What is the reason? {Starting Birkat Kohanim, in Bemidbar 6:23}
כג דַּבֵּר אֶל-אַהֲרֹן וְאֶל-בָּנָיו לֵאמֹר, כֹּה תְבָרְכוּ אֶת-בְּנֵי יִשְׂרָאֵל: אָמוֹר, לָהֶם. {ס} 23 'Speak unto Aaron and unto his sons, saying: On this wise ye shall bless the children of Israel; ye shall say unto them: {S}
{which is plural}
To two and not to one.
And so is the halacha.

Abba son of Rabbi Binyamin bar Chiyya taught {tnei}: The people behind the kohanim are not included in the blessing.
Rav Chisda said: The kohanim are not permitted to make a fist of their fingers until they turn their faces from the congregation.
Rabbi Zera cited Rav Chisda: The caller is not permitted to call "Kohanim!" until Amen finishes from the mouth of the congregation, and the kohanim are not permitted to begin the blessing until the saying finishes from the mouth of the caller, and the congregation do not answer Amen until the blessing finishes from the mouth of the kohanim, and the kohanim do not begin another blessing until Amen finishes from the mouth of the congregation, and the kohanim are not permitted to turn their faces from the congregation until the shliach tzibbur begins "Sim Shalom," and the kohanim are not permitted to uproot their legs until the shliach tzibbur finishes "Sim Shalom."
And the kohanim need to lift their hands on level with their shoulders. And it taught {in a Mishna}: In the medina {outside the Temple} they lifted their hands on level with their shoulders, and in the Temple, over their heads, except for the Kohen Gadol who did not lift his hands higher than the tzitz {mitre}.

Rabbi Yehoshua ben Levi said: A kohen who blessed is blessed, and who does not bless is not blessed, for it is stated {Bereishit 12:3} "And I will bless those who bless thee."
And Rabbi Yehoshua ben Levi said: Any kohen who does not arise to duchen violates three positive commandments:
{Bemidbar 6}: "So shall you bless."
{Bemidbar 6:23}: "Ye shall say unto them."
{Bemidbar 6:27}: "So shall they put My name."
And Rabbi Yehoshua ben Levi said: Any kohen who does not arise to duchen may not arise {to duchen} later, for it is written {Vayikra 9:22}
22 And Aaron lifted up his hands toward the people, and blessed them; and he came down from offering the sin-offering, and the burnt-offering, and the peace-offerings.
Just as by there it refers to the {Temple} service, so too over here it refers to the {blessing og the Temple} service {must he ascend to bless}.

Rabbi Hoshaya taught: They only learned this {that he must ascend at that point} where he did not uproot his legs, but if he did uproot his legs, he may ascend.
And so is the halacha, even though he did not reach the place to duchen until after the Avodah {in Shemoneh Esrei}.

And Rabbi Shimon ben Pazi said: Any kohen who did not wash his hands should not lift up his hands, for it is stated {Tehillim 134}:
2 Lift up your hands to the sanctuary, and bless ye the LORD.
{interpreted as "lift up your hands in holiness"}

Mishna:

The one who reads the haftara from the Navi is the one who is pores on Shema {say, the first beracha on Shema, yotzer or, etc.}, [and he comes before the lectern {for Chazarat haShatz}, and lifts up his hands {birchat kohanim} and if he is a minor, his father or teacher come before the lectern in his place.
A minor may read from the Torah and translate, but is not pores on Shema, nor does he come before the lectern of lift his hands.
Someone with torn clothing {such that his legs are exposed} may be pores on Shema and translate {the Torah in public} but may not read from the Torah nor may he lift his hands.
A blind person may be pores on Shema and translate, but may not read from the Torah (*nor may he come before the lectern nor may he lift his hands).
Rabbi Yehuda says: Anyone who did not see the celestial lights in his days may not be pores on Shema {which involves saying Yotzer Or).

"One who is pocheiach {with torn clothing} may be pores on Shema and translate {Torah} but does not read the Torah...":
The explanation of pocheiach is one whose clothing is torn, and his shoulders and arms are exposed, such that his clothing upon his appears like a girdle {/belt} under his elbows and below -- such as this is called a pocheiach as is written {Yeshaya 20:2}
ב בָּעֵת הַהִיא, דִּבֶּר ה בְּיַד יְשַׁעְיָהוּ בֶן-אָמוֹץ לֵאמֹר, לֵךְ וּפִתַּחְתָּ הַשַּׂק מֵעַל מָתְנֶיךָ, וְנַעַלְךָ תַחֲלֹץ מֵעַל רַגְלֶךָ; וַיַּעַשׂ כֵּן, הָלֹךְ עָרוֹם וְיָחֵף. {ס} 2 at that time the LORD spoke by Isaiah the son of Amoz, saying: 'Go, and loose the sackcloth from off thy loins, and put thy shoe from off thy foot.' And he did so, walking naked and barefoot. {S}
And we translate, "Go, and loose the sackcloth from off thy loins."
And it is written {same verse} וַיַּעַשׂ כֵּן, הָלֹךְ עָרוֹם וְיָחֵף {And he did so, walking naked and barefoot} {and the next verse}
3 And the LORD said: 'Like as My servant Isaiah hath walked naked and barefoot to be for three years a sign and a wonder upon Egypt and upon Ethiopia,
and we translate: "Hashem said, just as my servant Isaiah goes pocheiach and barefoot."
Thus this teaches you that pocheiach is one who is who who has a girdle on his loins and leaves his shoulders and arms bare {or perhaps, loose}.

And in Yerushalmi at the end of Mashkin {which is the first perek of Moed Katan} we say: If someone of his dies, he tears {kriya}; if another of his died, he distances {in his clothing} three finger widths and tears. If he finished {tearing} on his front {of his clothing} he begins on the back; if he finished his upper clothing, he begins below; if he finished these and these, Rabbi Chiyya bar Abba from Yaffo said: He should be like a pocheiach.

"Rabbi Yehuda said: Even {we had earlier, Anyone} one who has never seen celestial lights in his life...":
And we establish like the Sages, who say that a blind man may be pores on Shema {saying the first blessing, yotzer or}, even though he never saw lights in his days, for he still derives benefit from it, like that incident of Rabbi Yossi, who said: "One time I was walking if the dark of night and I saw a blind man with a torch in his hand. I said to him: This torch, for what it is? He said to me: So long as this torch is in my hand, people see me and save me from the pits, thorns, and thistles.

Mishna:

A kohen who has on his hand blemishes should not raise his hands {for birchat kohanim}.
Rabbi Yehuda says: Even one whose hands are dyed with wood or madder roots should not lift up his hands, because the people stare at them.
If one says: I will not go before the lectern {as a shliach tzibbur} with dyed {clothing}, even with white clothing he may not go up. {I will not go} with a sandal, he may not go up even barefoot. If one makes his tefillin {shel rosh} round, it is a danger and there is no mitzvah. If he places it {the tefillin} on his forehead or on the palm of his hand, this is the way of heresy.

Abaye said: We have a tradition that if there is no kohen, the cycle is broken. And Abaye said: We have a tradition that if there is no levi, a kohen reads. That is to say, in place of the levi. And this is specifically the same kohen who read first, he is the one who reads second in place of the levi. For Rabbi Yochanan said: A kohen does not read after a kohen because of the implication of fault in the lineage of the first one {kohen}. A levi does not read after a levi because of implication of fault for both of them {either that the first was not really a levi so the second is a fix, or the second is not really a levi but rather a yisrael}.

4 O magnify the LORD with me, and let us exalt His name together.
Rabbi Shimon ben Pazi said: How do we know that the translator should not raise his voice higher than the reader? For it is written {Shemot 19:19}:
19 And when the voice of the horn waxed louder and louder, Moses spoke, and God answered him by a voice.
From the implication of the statement "He answered," would I not know that it was with a voice? Rather, what is it teaching by stating "with a voice?" With the voice {corresponding to that} of Moshe.
A brayta also says so: The translator is not allowed to raise his voice higher than than of the reason. And if he {the translator} is unable to raise his voice to match that of the reader, the reader should lower his voice and read.

And we learn in perek veElu NeEmarin bechol lashon {Sota 39b}:
Rabbi Tanchum cited Rabbi Yehoshua ben Levi: The congregation is not permitted to leave until the sefer Torah is taken, and Shmuel said until it leaves, and they do not argue. Here {where it is taken up} is where there is another entrance, and here {where they wait for it to leave} is where there is no other entrance.
Rava bar Ahina said: I will explain it thus: {Devarim 13:5}:
5 After the LORD your God shall ye walk, and Him shall ye fear, and His commandments shall ye keep, and unto His voice shall ye hearken, and Him shall ye serve, and unto Him shall ye cleave.
{only after Hashem, or in this case Hashem's Torah leaves, can you go}.

The Gaon explains: And this that you asked: This that Rabbi Tanchum cited Rabbi Yehoshua ben Levi ... what is meant that it is taken and what is meant that it leaves? These words that Shmuel said was in a place where they do not leave a sefer Torah in the synagogue but rather on the side of the synagogue or that it has in the shared alleyway a house where they guard Torah scrolls. And Rabbi Tanchum citing Rabbi Yehoshua ben Levi was talking everywhere, when the shliach tzibbur says "Oseh haShalom" after the end of Shemoneh Esrei, the congregation is not permitted to leave until the sefer Torah is taken to hide it away, and Shmuel adds that in a place where they take it out of the synagogue to hide it away, they {the congregation} are not permitted to leave until it leaves, and they should go after it and thus give it glory, for Rava bar Ahina said that it was explained to him as אחרי ה' אלהיכם תלכו - "After Hashem your God, you should go" - to stop for the sefer Torah until it leaves, and go after it, rather than leaving from before it -- and if there is another exit, they are permitted.

And we learn further over there {Sotah 39a}:
Once the sefer Torah is opened {either meaning physically opened, restricting this to within an aliyah, or begun, meaning even between aliyot}, it is forbidden to discuss, even a matter of halacha, for it is written {Nechemiah 8:5}:
5 And Ezra opened the book in the sight of all the people--for he was above all the people--and when he opened it, all the people stood up.
And in this context, "standing" is nothing but silence, for it is written {Iyyov 32:16}
16 And shall I wait, because they speak not, because they stand still, and answer no more?
Rabbi Zera cited Rav Chisda: From here {in the same context, in Nechemiah 8:3}:
3 And he read therein before the broad place that was before the water gate from early morning until midday, in the presence of the men and the women, and of those that could understand; and the ears of all the people were attentive unto the book of the Law.
And it is difficult for us this in Berachot {daf 8} that Rav Sheshet turned away his face {from the reading of the Torah} and learned {garis}, saying, "us with ours and they with theirs." {each occupying themselves with their own type of learning}

And the Baal Halachot Gedolot wrote that these words {that one may turn away and learn, as Rav Sheshet} is where there are ten paying attention to the sefer Torah, but if there are not ten paying attention, no.

And other {post-Talmudic} Sages resolve this difficulty and say that specifically one such as Rav Sheshet whose Torah was his profession, but not the whole world, and it is logical like them.

5 Now therefore, what do I here, saith the LORD, seeing that My people is taken away for nought? They that rule over them do howl, saith the LORD, and My name continually all the day is blasphemed.
{which also has a setuma before it} {Ritva notes these are not three separate parshiyot, but suggests they are three different subjects. I have my own, other, thoughts on the matter}.

"We skip in Navi but do not skip in Torah":
These words are by two different subjects, but within a single subject, we skip, even though they are distant from one another, such as Acharei Mot {Vayikra 16:1} and Ach BeAsor {Vayikra 23:27} {both about Yom Kippur}.

And in Navi, they skip even between two subjects, and in either case, it is so long such as the translator does not have to pause.
That is to say, that he does not wait as a result of this skipping except so long as the translator has not yet completed that verse.
And a brayta also says so: They skip in Torah within the same subject, and in Navi between two subjects, and in either case it is so long as the translator need not pause. And they do not skip from one book of Navi to another book of Navi, and in the Navi of the 12 Prophets {Trei Asar}, they skip {from one Navi within there to another}, so long as he does not skip from the beginning of the book to its beginning.

We learn in perek Ba Lo Kohen Gadol {Yoma perek 7, in the first Mishna, Yoma 68b},
"He should read and roll closed the sefer Torah, and place it in his bosom {/lap}, and says, "More than what I read before you is written here," and "BeAsor LaChodesh" in Bemidbar {perek 29} he reads by heart."
{Yoma 70a}
Why? Let him roll the sefer Torah until he gets to Bemidbar and read from it?
Rav Sheshet said: This tells us that we do not roll a sefer Torah in public because of the honor of the congregation.
And let them bring another sefer Torah and read from it?
Rav Huna bar Yehuda said: Because of the implication that the first sefer Torah was pasul.
And these words are by one man with two sifrei Torah, where there is implication that it was pasuk, but three men with three sifrei Torah, such as Rosh Chodesh Tevet which falls on Shabbat, there in no implication of pesul.

Yerushalmi:
Rabbi Shmuel bar Yitzchak entered a synagogue. He saw a person stand and translate while leaning against the lectern. He said to him: This is forbidden for you. Just as the Torah was given in awe, so too we need to deal with it in awe.
Rabbi Shmuel bar Yitzchak entered a synagogue. He saw the chazzan get up and translate, and no other person stood in his stead {Ran has girsa: translating}. He said to him: Just as the Torah was given via an intermediary, so too must we deal with it via an intermediary. {This either means that the chazzan should not be the translator, or else -- see below in the Tosefta about a chazzan called up should have another chazzan for him.}
Rabbi Yehuda ben Pazi entered into this and made into a question {and answer}:
{Devarim 5:5}
ה אָנֹכִי עֹמֵד בֵּין-ה וּבֵינֵיכֶם, בָּעֵת הַהִוא, לְהַגִּיד לָכֶם, אֶת-דְּבַר ה: כִּי יְרֵאתֶם מִפְּנֵי הָאֵשׁ, וְלֹא-עֲלִיתֶם בָּהָר לֵאמֹר. {ס} 5 I stood between the LORD and you at that time, to declare unto you the word of the LORD; for ye were afraid because of the fire, and went not up into the mount--saying: {S}
{from which we know that there must be an intermediary}

Rabbi Chaggai said: Rabbi Shmuel entered a synagogue, and saw someone {a sofer} read the Targum from out of a book. He said to him: It is forbidden to you. Things which are said by heart, by heart; from text, from text.

The head {leader} of the synagogue of the shliach tzibbur of the synagogue should not read until others tell him "read," for they shouldn't distribute it to themselves.
If the chazzan {shliach tzibbur} of the synagogue stands to read, someone else should stand and be a chazzan upon him until he reads.

How so? The elders sit with their faces towards the people and their backs towards the holy {the ark}, and when the kohanim lift their hands, their faces are towards the people and their backs are towards the holy, and when they place the ark {in the street, the elders} they face the people and their backs are towards the holy. And the shliach tzibbur and all the nation, their faces are towards the kohanim, for it is written {Vayikra 8:4}:

Rosh Chodesh and {chol ha}Moed, four read.

Rabbi Eleazar said: A prominent person is not permitted to fall on his face {Ran explains: in public, and pray on their behalf} unless he is answered {certain of being answered}, like Yehoshua, for it is written {Yehoshua 7:10}:
"The LORD said to Joshua, "Stand up! What are you doing down on your face?"

R' Chiyya son of Rav Huna said: I have seen Abaye and Rava fall on their faces when praying.

"This is the general rule: whatever has Mussaf and is not Yom Tov, four read; on Yom Tov, 5; etc...":
This general rule is a mere mnemonic, so that you should not say that Yom Tov and Chol haModel are together in the number of readers, but rather seize this rule in your hand: whatever has more matters than its fellow has more people {reading}. On Rosh Chodesh and Chol haMoed, where there is the mussaf sacrifice, there are four. One Yom Tov, where labor is forbidden, there are 5; on Yom Kippur which was a penalty of being cut off {by heaven}, 6. On Shabbat where the prohibition is punished by stoning, 7.

The Sages learnt {in a brayta}: All count towards the seven {to be called up}, even a minor and even a woman, but the Sages said that a woman should not read from the Torah because of honor of the congregation.
It was a question to them: Maftir {which is an additional reading over the first count, where this person reads from the Torah and then from the haftara}, does it count towards the required number?
Rav Huna and Rav Yirmeya bar Abba: One said it counts and one said it does not count.
And the halacha is that it counts, for we say in perek Benei HaIr {Megillah 30a}: Rosh Chodesh Adar which falls in Tetzaveh:
Abaye said: Six should read parshat Tetzaveh until ועשית כיור נחשת {Shemot 30:18, which a bit into parshat Ki Tisa, which started Shemot 30:11}, and one returns and reads from Ki Tisa {Shemot 30:11} until ועשית כיור נחשת {Shemot 30:18}.
And this {last one} is maftir. Thus it is clear that maftir counts towards the 7.
And so is the halacha.

However, we find from Rav Natronai Gaon that he cited from the Savoraic Sages that when six read, and they interrupt with kaddish, and subsequently read maftir, it does not count {towards 7}, and where they did not interrupt with kaddish before the haftara, it counts to the required seven.
And it is a great and logical reason.

They learnt {in a brayta}: The haftara in the Navi, they should not read less than 21 verses, corresponding to the seven who read the Torah {times three verses of Navi per person}.
And if the topic changed with less than 21, such as {Yirmeyahu 7:21}:
21 Thus saith the LORD of hosts, the God of Israel: Add your burnt-offerings unto your sacrifices, and eat ye flesh.
we do not need 21. And if there is a translator {announcing the Targum of each verse} we also do not need 21, but rather, even if he only read 10 verses, it is fine.
{Megillah 23b}
For Rabbi Tachlifa ben Shaul taught: they only learned this by where there is no translator, but where there is a translator, they break off {earlier than 21}. For Rav Nachman bar Abba said: Many times I stood before Rav Nachman. When we read ten verses in a place where there was a translator, he said to us, "break off."

Moshe established for Israel that they should read the Torah on Shabbat and Yom Tov, on Rosh Chodesh and Chol HaMoed, for it is written

Ulla bar Rav inquired of Rava: parshat Rosh Chodesh, how do we read it? צו את בני ישראל וגו' until verse 8 is 8 pesukim, so how should we act?

{Note: the reading is Bemidbar 28:1-15, but there is a petucha after verse 8 and a setuma after verse 15, and there is a decree about finishing an aliya with a certain number of pesukim left to the "parsha," defined by these gaps.}
Should the first two read three and three pesukim each? If so, we {read 6 of the 8 and} are leaving 2 {pesukim} and we do not leave less than three pesukim in a "parsha."
Should the first two read four and four pesukim each? If so, {we read all 8 and} וּבְיוֹם הַשַּׁבָּת {which is pasuk 9} which is 2 verses {since the next petucha is after verse 10} and וּבְרָאשֵׁי חָדְשֵׁיכֶם {verse 11} which is 5 verses {since the setuma is after verse 15}, how should he act? Should he {the third called up} read two {pasuk 9 and 10} and one {pasuk 11}? We do not read from the beginning of a parsha less than 3 pesukim. Should he read two {pasuk 9 and 10} and three {pasuk 11, 12, and 13}? We may not leave off in a parsha 2 pesukim {and here we are leaving pasuk 14 and 15}!

{Megillah 22a}

And we conclude: Rav said he skips and Shmuel said he splits.
And the explanation of "skips" is that the second reader returns and reads the third verse, which the first reader read, and adds an additional two, thus he has read three, and three are left, which the third reader reads.
{That is,
1: 1-3
2: 3-5;
3: 6-8;
4: 9-15
}
And Shmuel said: He splits, which means that he splits a verse into two, and reads one half and leaves the other half {and thus, two people can split verse 3}.

And the 9th of Av and a public fast, three read.
For they learnt {in a brayta}: This is the general rule: Any day which has abrogation of labor for the nation, such as a public fast and the 9th of Av, three read, and which does not have abrogation of labor for the nation, such as

Rif Megillah 12a {Megillah 21b; Yerushalmi; 21b; Menachot 30a}

12a

{Megilla 21b}

"if one read, if two read {he fulfills}": - "A tanna taught: which is not the case by Torah":
The Sages learnt {in a brayta}: In Torah, one reads and one translates, so long as it is not one reading and two translating. And in Navi {such as haftara}, even one reading and two translating {is OK}, so long as it is not two reading and two translating. And in Megillah, even ten reading and ten translating.
What is the reason? Since it is dear to them, they will give their attention.

"In a place where the custom is to bless, he should bless {but otherwise not}":
Abaye said: They only learned this regarding {the blessing} after it, but before it, he is obligated to bless.
For Rav Yehuda cited Rav: For all mitzvot {and this would include reading the megilla} he blesses on them beforehand {over leAseyatan}.
And what implies that this "over" is language which means before? For it is written {II Shmuel 18:23}:
23 'But come what may, [said he,] I will run.' And he said unto him: 'Run.' Then Ahimaaz ran by the way of the Plain, and overran the Cushite.

Beforehand, what should he bless?
Rav Sheshet from Katronia visited before Rav Sheshet, and he blessed M"N"CH as a mnemonic {which stands for Al Mikra Megillah, sheAsa Nissim, shehecheyanu}.

Afterwards, in a place where they are so accustomed, what should he bless?
Rabbi Yochanan said: Blessed ... Who disputes our dispute, judges our judgment, takes our vengeance for us, avenges us on our oppressors, repays in kind to all the enemies of our souls {lives}. Blessed ... who avenges his nation from all their oppressors.
Rava said: The God who saves.
Rav Pappa said: Therefore let us say both of them.

On Monday and Thursday, three read.
These three correspond to what?
R' Assi said: They correspond to Kohanim, Leviim and Yisraelim.
We do not read less than ten verses in the synagogue {across these three aliyot}, and vayedaber {Hashem el Moshe leimor} counts to this amount.

Yershalmi: But there is parshat Amalek:
{At the end of Ki Teitzei, Devarim 25::
יז זָכוֹר, אֵת אֲשֶׁר-עָשָׂה לְךָ עֲמָלֵק, בַּדֶּרֶךְ, בְּצֵאתְכֶם מִמִּצְרָיִם. 17 Remember what Amalek did unto thee by the way as ye came forth out of Egypt;
18 how he met thee by the way, and smote the hindmost of thee, all that were enfeebled in thy rear, when thou wast faint and weary; and he feared not God.
יט וְהָיָה בְּהָנִיחַ ה אֱלֹהֶיךָ לְךָ מִכָּל-אֹיְבֶיךָ מִסָּבִיב, בָּאָרֶץ אֲשֶׁר יְהוָה-אֱלֹהֶיךָ נֹתֵן לְךָ נַחֲלָה לְרִשְׁתָּהּ--תִּמְחֶה אֶת-זֵכֶר עֲמָלֵק, מִתַּחַת הַשָּׁמָיִם; לֹא, תִּשְׁכָּח. {פ} 19 Therefore it shall be, when the LORD thy God hath given thee rest from all thine enemies round about, in the land which the LORD thy God giveth thee for an inheritance to possess it, that thou shalt blot out the remembrance of Amalek from under heaven; thou shalt not forget. {P}
}

And we learn that it is different there, because the topic has ended. And if you desire I will tell you {another answer} that it is different here, because it is the order of the day.

{Megillah 21b}

And these ten verses correspond to what?
Rabbi Yehoshua ben Levi said: They correspond to the ten idle people in the synagogue.
Rav Yosef said: They correspond to the Ten Commandments.
Rabbi Yochanan said: They correspond to the Ten Sayings through which the world was created.
But {looking at the first perek of Bereishit,} there were nine!
"Bereishit" {where the verse said "Bereishit Bara Elokim Et haShamayim veEt haAretz} is also a Saying, for it is written {Tehillim 33}: With the Word of Hashem, the Heavens were made."

Rava said: The first one who read four {verses, thus having 4 + 3 + 3 = the required ten}, this is exemplary, for the boxes {containing the collected contributions to pay for sacrifices} had written on them A B C in order to know which of them should be used first to sacrifice from it first, for the mitzvah is with the first.

And the middle one who read four, this is exemplary, for we learnt {in a brayta}:
{Bemidbar 8:2}:
2 'Speak unto Aaron, and say unto him: When thou lightest the lamps, the seven lamps shall give light in front of the candlestick.'
this teaches that they {the flames} turned their faces towards the western lamp...
Rabbi Yochanan said: From here that the middle one is exemplary.

And the final one who read four, this is exemplary, for we increase in matters of holiness and do not decrease.

Rav Pappa visited the synagogue of Avi Gezer. The first one read before him four verses, and Rav Pappa praised him.

{Rif?}

And in parshat Haazinu they read in accordance with the mnemonic "Haziv Lecha."
{See Devarim 32}
That the first one reads from "Haazinu" {verse 1} until {not including} "Zechor yemot olam" {7}.
And the second one reads from "Zechor Yemot Olam" {7} until "Yarkevehu" {13}.
And the third one reads from "Yarkevehu" {13} until Vayar Hashem Vayinatz {19}.
And on Shabbat, the fourth one reads "Vayar Hashem" {19} until "Lu Chochmu" {29}.
And the fifth one reads from "Lu Chochmu" {29} until "Ki Esa el Shamayim Yadi {40}.
And the sixth one reads from "Ki Esa el Shamayim Yadi {40} until the end of the song {52}.

We learn in perek Hakometz et haMincha {Menachot 30a}:
Rabbi Yehoshua bar Abba cited Rav Gidel who cited Rav: The {last} eight verses in the Torah, one person reads them in the synagogue {and they do not split them between aliyot}.
