2a

{Moed Katan 4b}
Gemara:

ומתקנין את המקולקלות
אמר רבי אבהו שאם היתה עמוקה טפח מעמידה על ששה טפחים
אביי שרא להו לבני בי הרמך לסחופי נהרא
רבי ירמיה שרא להו לבני סכותא למכרא להו נהרא טמימא
רב אשי שרא להו לבני מתא מחסיא לאקדוחי נהר בירן
אמר כיון דרבים שתו מיניה כדרבים נינהו ותנן עושין כל צרכי הרבים:

"And they fix the choked up {conduits}":
Rabbi Abahu said: That if it was {became} one handbreadth deep, he may restore it to six handbreadths.
Abaye permitted the residents of Bei Harmach to clear the river or tree branches.
Rabbi Yirmiya permitted the residents of Sukota to clear a blocked up river source.
Rav Ashi permitted the residents of Mata Mechasia to clear silt out of the river. He said: Since the public "drinks" {benefits} from it, it is like "the public," and we learnt {in the Mishna}: they do all needs of the public.

{Moed Katan 5a}

ומתקנין את קלקולי המים שברה"ר וחוטטין אותן:
חטיטה אין חפירה לא
אמר ר' יעקב א"ר יוחנן לא שנו אלא שאין רבים צריכים להם אבל רבים צריכין להם אפילו חפירה נמי מותר
וה"ה לבורות שיחין ומערות של רבים
ובורות שיחין ומערות של יחיד חוטטין אותם ושפין את סדקיהן אבל לא חופרים אפי' כשהיחיד צריך להם ואם אינו צריך להם אין חוטטין אותן ואין שפין את סדקיהן ואין צריך לומר שאין חופרין אבל כונסין לתוכן מים ואע"פ שאינו צריך להם:
"And they fix the reservoirs in the public domain, and clean them":
Cleaning, yes. {Implying} Digging, no.
R' Yaakov cited Rabbi Yochanan: They only taught this regarding cases where the public did not need them, but where the public needed them, even digging is also permitted.
And the same is true for pits, ditches and cisterns of the public.
And pits, ditches and cisterns of an individual, they may cleanse them and plaster the cracks, but they may not dig, even where the individual requires them. And if he does not require them, they do not cleanse them nor plaster their cracks, and it need not be said that they may not dig. However, they may gather water in them, even though he does not need them.

ועושין כל צרכי הרבים:
ת"ר יוצאין לקווץ את הדרכים ולתקן את הרחובות ואת האיסטרטות ולמוד את המקואות
כל מקוה שאין בה מ' סאה מרגילין לתוכו ארבעים סאה
ומנין שאם לא יצאו ולא עשו כל אלו שכל דמים שנשפכים שם מעלה עליהם הכתוב כאילו הם שפכום
שנאמר והיה עליך דמים:

"And they perform all the needs of the community":
The Sages learnt {in a brayta}: They go out to remove thorns from the roads and to fix the streets and plazas, and to measure the ritual immersion baths.
Any mikveh which does not have 40 seah, they cause 40 seah to flow into it.
And from where to we know that if they do not go out and do all this, that all blood which is spilt there is reckoned by Scripture to be spilt by them? For it is written {Devarim 19:10}:
י וְלֹא יִשָּׁפֵךְ, דָּם נָקִי, בְּקֶרֶב אַרְצְךָ, אֲשֶׁר ה אֱלֹקֶיךָ נֹתֵן לְךָ נַחֲלָה; וְהָיָה עָלֶיךָ, דָּמִים. {פ} 10 that innocent blood be not shed in the midst of thy land, which the LORD thy God giveth thee for an inheritance, and so blood be upon thee. {P}


ומציינין על הקברות.
א"ר שמעון בן פזי רמז לציון הקברות מן התורה מנין
ת"ל וראה עצם אדם ובנה אצלו ציון
רבי אבהו אמר מהכא וטמא טמא יקרא
טומאה קוראה לו ואומרת לו פרוש
אביי אמר מהכא ולפני עור לא תתן מכשול:

"And they mark the graves":
Rabbi Shimon ben Pazi said: A hint to marking graves from the Torah, from where? Therefore it teaches {Yechezkel 39:15}:
טו וְעָבְרוּ הָעֹבְרִים, בָּאָרֶץ, וְרָאָה עֶצֶם אָדָם, וּבָנָה אֶצְלוֹ צִיּוּן--עַד קָבְרוּ אֹתוֹ הַמְקַבְּרִים, אֶל-גֵּיא הֲמוֹן גּוֹג. 15 And when they that pass through shall pass through the land, and any seeth a man's bone, then shall he set up a sign by it, till the buriers have buried it in the valley of Hamon-gog.
Rabbi Abahu said: From here: {Vayikra 13:45}
מה וְהַצָּרוּעַ אֲשֶׁר-בּוֹ הַנֶּגַע, בְּגָדָיו יִהְיוּ פְרֻמִים וְרֹאשׁוֹ יִהְיֶה פָרוּעַ, וְעַל-שָׂפָם, יַעְטֶה; וְטָמֵא טָמֵא, יִקְרָא. 45 And the leper in whom the plague is, his clothes shall be rent, and the hair of his head shall go loose, and he shall cover his upper lip, and shall cry: 'Unclean, unclean.'
Impurity calls to him and tells him, "separate!"

Abaye said: from here: {Vayikra 19}: "And do not place a stumbing block before a blind man."

{Moed Katan 6a}

ויוצאין אף על הכלאים:
מ"ש בחולו של מועד
א"ר עקיבא א"ר יוחנן משום שכר פעולה דמוזלי גבן
"And they go out even on the kelaim {mixed species}:
Why specifically do they go out on chol Hamoed {to uproot}?
R' Akiva cited Rabbi Yochanan: Because the cost of hiring workers {to do the uprooting} is cheaper then {since the workers would not otherwise be working}.

{Moed Katan 6b}
Mishna:

ר' אליעזר בן יעקב אומר מושכין את המים מאילן לאילן ובלבד שלא ישקו את כל השדה כולה
זרעים שלא שתו מלפני המועד לא ישקום במועד
וחכמים מתירין בזה ובזה
Rabbi Eliezer ben Yaakov says: We may draw water from one tree to another tree, provided that we do not thereby water the enter field. And seeds which did not drink {had not been watered} before chol haMoed may not be watered during chol haMoed.
And the Sages permit by this {first instance} and this {second instance}.

Gemara:
אמר רב יהודה ואם היתה שדה מטוננת מותר תניא נמי הכי וכו'
ומסתברא דהלכתא
Rav Yehuda said: And if the field was moist, it is permitted.
A brayta also says so, etc.
And it is logical that the halacha is ...
