Mishna:

המשרה את אשתו ע"י שליש לא יפחות לה מקביים חטים או מד' קבים שעורים
אמר רבי יוסי לא פסק שעורים אלא רבי ישמעאל שהיה סמוך לאדום
ונותן לה חצי קב קטנית וחצי לוג שמן וקב גרוגרות או מנה דבילה ואם אין לו פוסק כנגדן פירות ממקום אחר
ונותן לה מטה ומפץ ואם אין לו מפץ נותן לה מחצלת
ונותן לה כפה לראשה וחגור למתניה ומנעל ממועד למועד וכלים של חמשים זוז משנה לשנה
ואינו נותן לה לא חדשים בימות החמה ולא שחקים בימות הגשמים אלא נותן לה כלים של חמשים זוז והיא מתכסה בבלאותיהן בימות החמה והשחקים שלה
If one maintains his wife via a trustee, he should not give her less than two kav of wheat or than four kav of barley.
Rabbi Yossi said: The only who allocated out barley was Rabbi Yishmael, who was close to Edom.
And he also gives her half a kav of pulse, half a log of oil, and either a kav of dates or a maneh of pressed figs. And he does not give her new clothing in the sunny season nor worn-out clothing in the rainy season, but rather he gives her clothing worth 50 zuz, and she clothes herself with the worn out clothes in the sunny season, and the worn out clothing is hers.

Gemara:
ואילו יין לא קאמר מסייע ליה לרבי אלעזר דא"ר אלעזר אין פוסקין יין לאשה
וה"מ דלא רגילה אבל רגילה פוסקין דאמרי' דביתהו דרב יוסף בריה דרבא אתיא לקמיה דרב יוסף אמרה ליה פסוק לי מזוני פסק לה פסוק לי חמרא פסק לה אמר ידענא בהו בבני מחוזא דשתו חמרא
דביתהו דרב יוסף בריה דרב מנשיא מדויל אתאי לקמיה דרב יוסף אמרה ליה פסוק לי מזוני פסק לה פסוק לי חמרא פסק לה פסוק לי שיראי אמר לה שיראי למה ליך א"ל לחבריך ולחברותיך
And it does not mention wine! This supports Rabbi Eleazar. For Rabbi Eleazar said:

We do not allocate wine for a woman.
And these words are where she is not accustomed to it, but if she is accustomed to it, we allocate. For we say: The wife of Rav Yosef son of Rava came before Rav Yosef {our gemara: before Rav Nechemiah the son of Rav Yosef}. She said to him: Allocate for me provisions. He allocated for her. "Allocate for me wine." He allocated for her. He said, "I know about the residents of Mechoza that they drink wine."
The wife of Rav Yosef son of Rav Menashia of Devil came before Rav Yosef. She said to him: Allocate for me provisions. He allocated for her. "Allocate for me wine." He allocated for her. "Allocate for me silks." He said to her, "why do you need silks?" She said to him: For your friends and associates {=to maintain social standing}.

אמר רב פפא שמתכסה בהן בימי נדתה כדי שלא תתגנה על בעלה
אמר אביי נקיטינן מותר בלאות אלמנה ליורשים התם כדי שלא תתגנה על בעלה הכא תתגנה ותתגנה
The Sages learnt {in a brayta}: A surplus of provisions {food} is to the husband; a surplus of worn-out clothing is to the woman?

What use does she have of them? Rav Pappa said: That she wears them during her days of menstruation so that she does not become repulsive to her husband.
Abaye said: We have a tradition that the surplus of worn-out clothes of a widow are to the heirs {of the husband}.
There, it is so that she should not become repulsive to her husband. Here, let her be repulsive.
