וראש חדש טבת שחל להיות בחול
אמר רבי יצחק נפחא קרו תלתא בראש חדש וחד קרי בחנוכה
וכן הלכתא

And Rosh Chodesh Tevet that fell on a weekday:
Rabbi Yitzchak Nafcha said: Two {of the three aliyot} read about Rosh Chodesh and one reads {the reading for} Chanukka.

וראש חדש אדר שחל להיות בואתה תצוה
אמר אביי קרו שיתא בואתה תצוה ועשית כיור נחשת וחד חוזר וקורא מכי תשא עד ועשית כיור נחושת
וקיימא לן כוותיה.

And if Rosh Chodesh Adar fell on parshat Tetzaveh:
Abaye said: Six should read parshat Tetzaveh until ועשית כיור נחשת {Shemot 30:18, which a bit into parshat Ki Tisa, which started Shemot 30:11}, and one returns and reads from Ki Tisa {Shemot 30:11} until ועשית כיור נחשת {Shemot 30:18}.
And we hold like him.

חל להיות בכי תשא עצמה
אמר אביי קרו שיתא מכי תשא עד ויקהל וחד חוזר וקורא מכי תשא עד ועשית כיור.
תניא כוותיה דאביי חל להיות בכי תשא עצמה קורין אותה וכופלין אותה:

If it fell on Ki Tisa itself:
Abaye said: The six read from Ki Tisa until Vayakhel {i.e. the entire parsha} and one reads from Ki Tisa until ועשית כיור נחשת {Shemot 30:18}.

איתמר ראש חודש אדר שחל להיות בערב שבת
רב אמר מקדימין וקורין בשבת שעברה
ושמואל אמר מאחרין
וקי"ל כרב:

It was stated {by Amoraim}:
Rosh Chodesh Adar which fell on Friday:
Rav said: They move it earlier to the previous Shabbat.
And Shmuel said: They delay it {until the next day, Shabbat}.
And we establish like Rav.

בשניה זכור:
איתמר פורים שחל להיות ערב שבת
רב אמר מקדימין ושמואל אמר מאחרין
והלכתא כרב
ואפילו בני חמשה עשר שחל פורים שלהן להיות בשבת מקדימין וקורין בשבת שעברה:

"On the second {week}, Zachor":
It was stated {by Amoraim}:
Purim which fell on a Friday:
Rav said: they move {the reading of Zachor} earlier {to the previous Shabbat}.
And Shmuel said: They move it later.
And the halacha is like Rav.
And even those who read on the 15th, that their Purim falls out on Shabbat, even so they read it earlier on the past Shabbat.

בשלישית פרה אדומה:
תנו רבנן ראש חדש אדר שחל להיות בשבת קורין בכי תשא ומפטירין ביהוידע הכהן
ואיזה היא שבת ראשונה כל שחל ר"ח אדר להיות בתוכה ואפי' בע"ש.

"On the third, Parah Aduma":
The Sages learnt {in a brayta}:
Rosh Chodesh Adar which fell on Shabbat, they read from Ki Tisa and read the haftara of Yehoyada HaKohen.
And what is the first Shabbat {/week}? Whatever Rosh Chodesh falls therein, and even on Friday.

בשניה זכור ומפטירין כה אמר ה' צבאות פקדתי
ואיזה היא שבת שניה כל שחל פורים להיות בתוכה ואפי' בערב שבת:

On the second {week}, Zachor -- and they read the haftara of {1 Shmuel 15:2f}:

ב כֹּה אָמַר, ה צְבָאוֹת, פָּקַדְתִּי, אֵת אֲשֶׁר-עָשָׂה עֲמָלֵק לְיִשְׂרָאֵל--אֲשֶׁר-שָׂם לוֹ בַּדֶּרֶךְ, בַּעֲלֹתוֹ מִמִּצְרָיִם.

2 Thus saith the LORD of hosts: I remember that which Amalek did to Israel, how he set himself against him in the way, when he came up out of Egypt.

And what is the second week? Whatever Purim falls therein, even on Friday.

בשלישית פרה אדומה ומפטירין וזרקתי עליכם מים טהורים
ואיזו היא שלישית כל שסמוכה לפורים מאחריו:

On the third {week}, Para Aduma -- and they read the haftara of {Yechezkel 36:25}:

כה וְזָרַקְתִּי עֲלֵיכֶם מַיִם טְהוֹרִים, וּטְהַרְתֶּם: מִכֹּל טֻמְאוֹתֵיכֶם וּמִכָּל-גִּלּוּלֵיכֶם, אֲטַהֵר אֶתְכֶם.

25 And I will sprinkle clean water upon you, and ye shall be clean; from all your uncleannesses, and from all your idols, will I cleanse you.

And what is the third? Whatever is juxtaposed to Purim, following it.

משכחת לה כשחל ר"ח ניסן באמצע שבת אבל אם חל ר"ח ניסן להיות בשבת הויא שלישית הסמוכה לר"ח ניסן.

We find this when Rosh Chodesh Nissan falls in the middle of the week, but if Rosh Chodesh Nissan falls on Shabbat, the third {week} is the one juxtaposed to Rosh Chodesh Nissan.

ברביעית החדש הזה ומפטירין כה אמר ה' אלהים בראשון באחד לחדש
ואיזו היא שבת רביעית כל שחל ר"ח ניסן להיות בתוכה ואפי' בע"ש.

On the fourth {week} "Hachodesh Hazeh" and they read the haftara of {Yechezkel 45:18f}:

יח כֹּה-אָמַר, אֲדֹנָי ה, בָּרִאשׁוֹן בְּאֶחָד לַחֹדֶשׁ, תִּקַּח פַּר-בֶּן-בָּקָר תָּמִים; וְחִטֵּאתָ, אֶת-הַמִּקְדָּשׁ.

18 Thus saith the Lord GOD: In the first month, in the first day of the month, thou shalt take a young bullock without blemish; and thou shalt purify the sanctuary.

and what is the fourth week? Whatever Rosh Chodesh Nissan falls therein, and even on Friday.

בחמישית חוזרין לסדרן
לסדר מאי
א"ר אמי לסדר פרשיות
ור' ירמיה אמר לסדר הפטרות
וקי"ל כר' ירמיה:

"On the fifth, they return to their order":
To the order of what?
Rabbi Ami said: To the order {seder} of parshiyot. {implying that we skip the regular reading}
And Rabbi Yirmiyah said: To the order of {regular} haftarot.
And we establish like Rabbi Yirmiyah.

ירושלמי ר' אבא בשם ר' חייא בר אשי אמר אין מפסיקין בין פורים לפרה
ר' לוי אמר אין מפסיקין בין פרה להחדש
וסימן כל הפרשיות הללו בין הכוסות האלו אם רצה לשתות ישתה בין שלישי לרביעי לא ישתה
ובדין הוא שיקדים החדש לפרה שבאחד בניסן הוקם המשכן ובשני ימים בניסן נשרפה פרה אדומה ולמה הקדימוה מפני שהיא טהרתן של ישראל:

Yerushalmi:
Rabbi Abba cited Rabbi Chiyya bar Ashi: We do not skip {a week} between Purim to parshat Parah.
Rabbi Levi said: We do not skip between Parah {the third week} to HaChodesh {the fourth}.
And as a mnemonic: All these parshiyot, just as all these cups {of wine on Pesach}, if he wants to drink he may drink, between the third and fourth he may not drink.
{And one might say this is because:} And in sooth, haChodesh should have preceded Para, for on the first of Nissan the Mishkan was erected, and on the second of Nissan the Para Aduma was burnt. And why was Para placed first? Because it was the purification of Israel.

וכד מיקלע בתרין בשבא מפסיקין בשיתא באדר וסימן ב"ו
וכד מקלע בארבע בשבא מפסיקין בד' באדר וסימן ד"ד
וכד מיקלע בשיתא בשבא מפסיקין בתרין ובשיתא עשר באדר וסימן ובי"ו:

Seize this mnemonic in your hand: When Rosh Chodesh Adar which ajoins Nissan falls on Shabbat, Monday, Wednesday or Friday, they will need to skip within these parshiyot, and the mnemonic is "Zavdu" - זבדו. {which connotes the days of the week - 7, 2, 4, 6}
And this is the breakdown of the matter. When it arrives on the day of Shabbat, they skip on the 15th of Adar {which is Shabbat}, and the mnemonic is זט"ו - Zatu {connoting the day of the week followed by the day of the month - 7, 15}
And when it arrives on Monday, they skip on the 6th of Adar and the mnemonic is Bo - ב"ו {that is, 2nd of the week, 6th of the month}.
And when it arrives on Wednesday, they skip on the 4th of Adar, and the mnemonic is Dad ד"ד {the 4th of the week, the 4th of the month}.
And when it arrives on Friday, they skip on the 2nd and 16 of Adar, and the mnemonic is Ubyo - ובי"ו - {the 6th of the week, 2nd of the month, 16th of the month}.
