Rif Yevamot 39b {Niddah 45b - 46a; 47a}

39b

We learn in Masechet Niddah:

{Niddah 45b}
Mishna:

בת אחת עשרה שנה ויום אחד נדריה נבדקין
בת שתים עשרה שנה ויום אחד נדריה קיימין
ובודקין כל שתים עשרה שנה

בן שנים עשרה שנה ויום אחד נדריו נבדקין
בן שלש עשרה שנה ויום אחד נדריו קיימין
ובודקים כל שלש עשרה

קודם לזמן הזה אע"פ שאמרו יודעים אנו לשם מי נדרנו ולשם מי הקדשנו אין נדריהן נדר ואין הקדשן הקדש
לאחר הזמן הזה אע"פ שאמרו אין אנו יודעין לשם מי נדרנו ולשם מי הקדשנו נדריהן נדר והקדישן הקדש
A girl who is 11 years and a day, her vows are examined {to see if she is aware of their significance}.
A girl who is 12 years and a day, her vows stand.
And they examine for all the 12 years {until that point}.

A boy who is 12 years and a day, his vows are examined.
A boy who is 13 years and a day, his vows stand.
And they examine all thirteen years.

Before this time, even though they say "we know towards Whom we vowed and we know towards Whom we consecrated," their vow is no vow and their consecration is no consecration.
After this time, even though they say "we do not know towards Whom we vowed and we do not know towards Whom we consecrated," their vow is a vow and their consecration is a consecration.

Gemara:
איבעיא להו תוך זמן שהוא שנת שתים עשרה לתינוקות ושנת שלש עשרה לתינוק כלפני זמן או כלאחר זמן
ואסקה רבא הלכתא תוך זמן כלפני זמן
It was a question to them: Within the time, which is the 12th year for girls and the 13th year for boys, is this like before the time or like after the time?
And Rava concludes that the halacha is that within the time is like before the time.

{Niddah 46a}
תניא בן תשע שנים ויום א' שהביא שתי שערות שומא. מבן תשע שנים ועד בן שתים עשרה שנה ויום אחד שהביא שתי שערות ועדיין בו שומא
ר' יוסי בר' יהודה אומר סימן
בן שלש עשרה שנה ויום א' דברי הכל סימן
They learnt {in a brayta}: A boy 9 years and a day who brings forth two hairs, it is a mole. From 9 years until 12 years and day who brings forth two hairs and it is still on him, it is {still} a mole.
Rabbi Yossi beRabbi Yehuda says: It is a sign {of maturity}.
A boy 13 years and a day, all say it is a sign.

אמר רבא קטנה כל י"ב שנה ממאנת והולכת מכאן ואילך אינה ממאנת ואינה חולצת
אינה ממאנת אלמא גדולה היא ואי גדולה היא תחלוץ
וכי תימא מספקא ליה והא אמר רבא קטנה שהגיעה לכלל שנותיה אינה צריכה בדיקה חזקה הביאה סימנין הני מילי בסתמא אבל היכא דבדקנא ולא אשכחן שתי שערות לא
אי הכי תמאן
חוששין שמא נשרו
הניחא למאן דאמר חוששין אלא למ"ד אין חוששין מאי איכא למימר
אפי' למאן דאמר אין חוששין הני מילי לענין חליצה אבל לענין מיאון חיישינן
מכלל דלמאן דאמר חוששין חלצה והא חוששין בעלמא קאמר אלא לעולם דלא בדקו ולענין חליצה חיישינן
וכי קאמר רבא חזקה למיאון אבל לחליצה בעיא בדיקה
Rava said: A female minor, all 12 years she may continue to refuse. From then on, she may not refuse and may not undergo chalitza.
"She may not refuse?" This indicates that she is an adult, and if she is an adult, she may have chalitza! And if you say this instance is a doubt to him, {this cannot be so,} behold that Rava said that a female minor who reaches the her age {of maturity} does not to be examined {for presence of pubic hairs}, for there is an assumption that she brought forth signs. These wprds are in the standard case, but if they examined and did not find two hairs, no. If so, let her refuse!
We worry lest {they came and} fell out.
This is fine according to the one who says that we so worry, but according to the one who says that we do not so worry, what is there to so?
Even according to the one who said that we do not worry, those words are in terms of chalitza, but in terms of refusal, we do worry.
Thus we derive that we worry {that the hairs fell off}, she may undergo chaliza. But we merely worry {and should this doubt be enough to allow chalitza}? Rather, in truth, the case is where they did not examine, and in terms of chalitza, we worry {and do not allow chalitza}.
And when Rava said there is a presumption, it was for refusal, but for chalitza, she requires an examination.

אמר רב דימי מנהרדעא הלכתא חוששין שמא נשרו והני מילי דקדיש תוך זמן ובעל לאחר זמן דהוי ספיקא דאורייתא אבל מעיקרא לא
Rav Dimi from Nahardea said: The halacha is that we worry lest they fell out. And these words are where he betrothed within the time and had intercourse after the time, which is Biblical doubt. But for the initial one {betrothal}, no.

{Niddah 47a}
Mishna:
משל משלו חכמים באשה פגה בוחל וצמל
פגה עודה תינוקת
בוחל אלו ימי הנעורים בזו ובזו אביה זכאי במציאתה ובמעשה ידיה ובהפרת נדריה
צמל כיון שבגרה אין לאביה בה רשות

אי זה הוא סימניה
ר' יוסי הגלילי אומר משיעלה הקמט תחת הדד
רבי עקיבא אומר משיטו הדדין
בן עזאי אומר משתשחיר הפטומת
ר' יוסי אומר כדי שיתן ידו על העוקץ והוא שוקע ושוהה לחזור
The Sages described a parable as regards a woman: An unripe fig, a ripening fig, a ripe fig.
An unripe fig, when she is still a child.
A ripening fig, these are the days of being a maiden {neurim}.
In these and these, her father merits her find and the work of her hand, and in nullifying her vows.
A ripe fig, this is when she matures {becomes a bogeret}, her father has no domain in her.

What are her {=the bogeret's} signs?
Rabbi Yossi haGelili says: When the wrinkle arises {appears} under the breast.
Rabbi Akiva says: When the breasts hang down.
Ben Azzai says: When the ring around the nipple darkens.
Rabbi Yossi says: When one places one's hand on the nipple and it sinks and waits a bit before rising again.

Gemara:
אמר שמואל לא שיעלה הקמט ממש אלא שתחזור ידה לאחוריה ונראית כמי שעלה הקמט תחת הדד
שמואל בדק באמתיה ויהיב לה ארבע זוזי דמי בושתה
שמואל לטעמיה דאמר שמואל לעולם בהם תעבודו לעבודה נתתים ולא לבושה
שמואל מיחד להו בהדי עבדי
רב מחליף להו קמייהו כי היכי דיהבי עינייהו עלייהו
רב ששת מסר להו לערבאי ואמר להו הזהרו מישראל:
Shmuel said: Not that the wrinkle actually arises {=appears}, but rather, when she puts her hand behind her, it appears as if the wrinkle below the breast appears.
Shmuel examined his slave and gave her four zuz as payment for her embarrassment.
Shmuel is consistent with his his ruling, for Shmuel said {Vayikra 25:46}:
מו וְהִתְנַחַלְתֶּם אֹתָם לִבְנֵיכֶם אַחֲרֵיכֶם, לָרֶשֶׁת אֲחֻזָּה--לְעֹלָם, בָּהֶם תַּעֲבֹדוּ; וּבְאַחֵיכֶם בְּנֵי-יִשְׂרָאֵל אִישׁ בְּאָחִיו, לֹא-תִרְדֶּה בוֹ בְּפָרֶךְ. {ס} 46 And ye may make them an inheritance for your children after you, to hold for a possession: of them may ye take your bondmen for ever; but over your brethren the children of Israel ye shall not rule, one over another, with rigour. {S}
{literally: forever, of them you may perform work.}
For work I have given them and not for embarrassment.
Shmuel would appoint a manservant to a maidservant.
Rav {our gemara: Nachman} would switch them when they cast their eyes on one.
Rav Sheshet would give them over to Arabs, and tell them be careful {not to have intercourse} from an Israelite {but otherwise they were free to do as they pleased}.

רבי יוסי אומר כדי שיתן ידו על העוקץ כו':
אמר שמואל עוקצו של דד.
"Rabbi Yossi says: Such that one places his hand on the ukatz {nipple}...":
Shmuel said: The nipple of the breast.

תנו רבנן אלו הן סימני בגרות רבי אלעזר ברבי צדוק אומר משיתקשקשו הדדין
רבי יוחנן בן ברוקא אומר משיכסיף ראש החוטם
משיכסיף אזקינה לה
אלא אמר רב אשי משיפצל ראש החוטם
The Sages learnt {in a brayta}: These are the signs of maturity {bagrut}:
Rabbi Eleazar beRabbi Tzadok says: When the breasts begin to shake {when walking} {alternatively, become stiff}.
Rabbi Yochanan ben Beroka says: When the top of the nose {Jastrow: the central circle of the oblate part of the breast} becomes white.

But when it grows white, is she not already old?
Rather Rav Ashi said: When the top of the nose splits. {alternatively -- Jastrow: When the skin of the central circle of the oblate part of the breast appears wrinkled}
