איתיביה רבא לעולא כל היכולה למאן ולא מיאנה צרתה חולצת ולא מתיבמת
אמאי תמאן השתא ותעקרינהו לנשואין קמאין ותתיבם צרתה
Rava objected to Ulla {from a brayta}: All {women} who are able to refuse and did not refuse, her rival undergoes chalitza and not yibbum.
But why? Let her refuse now and uproot her original marriage, and thus let her rival undergo yibbum!

ופריק צרת ערוה שאני דתני רמי בר יחזקאל מיאנה בבעל מותרת לאביו מיאנה ביבם אסורה לאביו אלמא בשעת נפילה נראית ככלתו הכא נמי בשעת נפילה נראית כצרת בתו
והלכתא כעולא
And he resolves: The rival of an incestuous relation is different.
For Rami bar Yechezkel taught: If she refused with her husband, she is permitted to his father; if she refused with her levir, she is forbidden to his father.
Thus it is clear that at the time of falling {before the levir} she was like his daughter-in-law. So too here, at the time of her falling, she appeared like the rival of his daughter.
And the halacha is like Ulla.

א"ר מיאנה בזה אסורה לאחיו מידי דהוה אבעלת הגט בעלת הגט לאו כיון דאיתסרה לה לחד איתסרה לכולהו הכא נמי לא שנא
ושמואל אמר מיאנה בזה מותרת לאחיו ולא דמיא לבעלת הגט בעלת הגט הוא דקא דחי לה הכא איהי קא דחיא (נפשה) [ליה] דקא אמרה ליה לא רעינא בך ולא צבינא בך בך הוא דלא רעינא הא באחוך רעינא
והלכתא כשמואל דקאי ר' יוחנן כותיה דכי אתא רבין א"ר יוחנן מיאנה בזה מותרת לאחיו
וכן הלכתא:
Rav said: If she "refused" this one {of the levirs}, she is forbidden to his brothers, just as is true by the woman who received a get {from a levir}. A woman who received a get, once she is forbidden to {this} one she is forbidden to all of them, so too here, it makes no difference.

And Shmuel said: If she "refused" this one {of the levirs}, she is permitted to his brothers, and it is not comparable to a woman who received a get {from a levir}. A woman who received a get, it is the get that pushes her away, while here it is he who she pushes away, for she tells him, "I do not want you, and do not wish to be with you." It is he that she does not want, but his brothers, she does want.
And the halacha is like Shmuel, for Rabbi Yochanan establishes like him, for when Rabin came, he cited Rabbi Yochanan that "if she refuses this one, she is permitted to his brothers."
And so is the halacha.

בית שמאי אומרים בפניו כו'
עד כאן לא קאמרי בית הלל אלא דלא בעינן מומחין אבל שלשה בעינן דתנן החליצה והמיאונין בשלשה
ותניא נמי הכי מיאון בית שמאי אומרים בבית דין ובית הלל אומרים בבית דין ושלא בבית דין אלו ואלו מודים שצריך שלשה
ר' יוסי בר' יהודה ור' אלעזר ברבי שמעון מכשירין בשנים אמר רב יוסף בר מניומי אמר רב נחמן הלכה כאותו הזוג
"Bet Shammai say: Before him...":
Until this point Bet Hillel did not say, except that we do not require experts, but three {judges} we require, for they learnt in a Mishna: Chalitza and refusal is with three.
And a brayta also says so: Refusal -- Bet Shammai say in Bet Din and Bet Hillel say in bet Din or not in Bet Din. Both of them admit that they require three {judges}. Rabbi Yossi son of Rabbi Yehuda and Rabbi Eleazar son of Rabbi Shimon validate with two.
Rav Yosef bar Minyumi cited Rav Nachman: The halacha is like that pair.

Mishna:
אי זו היא קטנה שצריכה למאן כל שהשיאתה אמה או אחיה לדעתה השיאוה שלא לדעתה אינה צריכה למאן
ר' חנינא בן אנטיגנוס אומר כל תינוקת שאינה יכולה לשמור קידושיה אינה צריכה למאן
ר' אליעזר אומר אין מעשה קטנה אלא כמפותה בת ישראל לכהן הלא תאכל בתרומה בת כהן לישראל תאכל בתרומה
Who is the {female} minor who is required to "refuse?" Anyone who her mother or brother married her off with her consent. If they married her off against her will, she does not need to refuse.
Rabbi Chanina ben Antigonos says: Any {female} child who is not able to guard her token of betrothal does not need to refuse.
Rabbi Eliezer says: The act of a {female} minor is not considered anything, but she is rather like a seduced woman. Thus, if a daughter of an Israelite and married to a kohen, she may not eat of teruma. If the daughter of a kohen to an Israelite, she may eat of teruma.
