{Taanit 26b continues}
א"ר יהושע בן לוי משום בר קפרא למה נסמכה פרשת כהן מברך לפרשת נזיר לומר לך מה נזיר אסור ביין אף כהן מברך אסור ביין:
Rabbi Shimon bar Pazi cited Rabbi Yehoshua ben Levi who cited Bar Kappara: Why is the section of the Priestly Blessing juxtaposed with the section about the Nazirite? To inform you that just as the Nazirite is forbidden in wine, so is the blessing Kohen forbidden to have wine.

Mishna:

חמשה דברים אירעו את אבותינו בשבעה עשר בתמוז וה' בתשעה באב
בשבעה עשר בתמוז נשתברו הלוחות ובוטל התמיד והובקעה העיר ושרף אפוסטמוס את התורה והעמיד צלם בהיכל.
בתשעה באב נגזר על אבותינו שלא יכנסו לארץ ונחרב הבית בראשונה ובשניה ונלכדה ביתר ונחרשה העיר.

משנכנס אב ממעטין בשמחה שבת שחל ט' באב להיות בתוכה אסורין לספר ולכבס ובחמישי מותרין מפני כבוד השבת:
Five things happened to our ancestors in the 17th of Tammuz, and five on the 9th of Av:
On the 17th of Tammuz, the Tablets {with the Ten Commandments} were broken, the daily {burnt}offering was stopped, the city was breached, Apostamos burned the Torah, and placed an idol in the Temple.
On the 9th of Av, it was decreed on our ancestors that they should not enter the land {of Israel, when they were in the desert}, the first and second Temple were destroyed, and Betar was conquered, and the city {Yerushalayim} was plowed.

When Av enters they reduce in joy. The week in which the 9th of Av falls, it is forbidden to get a haircut or wash clothing, and on Thursday it is permitted because of honor of Shabbat.

Gemara:
אמר רב יהודה בריה דרב שמואל בר שילת משמיה דרב כשם שמשנכנס אב ממעטין בשמחה כך משנכנס אדר מרבים בשמחה
אמר רב פפא הלכך האי בר ישראל דאית ליה דינא בהדי עובד כוכבים באב נישתמיט ליה דריע מזליה באדר ניזיל בהדיה דבריא מזליה:

Rav Yehuda son of Rav Shelat cited Rav: Just as when Av enters, they reduce in joy, so too when Adar enters, they increase in joy.
Rav Pappa said: Therefore {as a word of advice}, if an Israelite has an adjudication with a gentile during Av, he should postpone it because his luck {mazal, contellation, however one translates it} is weakened; in Adar, he should go against him, for his mazal is strong.

שבת שחל תשעה באב להיות בתוכה וכו':
אמר רב נחמן לא שנו אלא לכבס וללבוש אבל לכבס ולהניח מותר
ורב ששת אמר אפי' לכבס ולהניח אסור
והלכתא כרב ששת:
"The week in which 9th of Av falls...":
Rav Nachman said: They only learnt this regarding washing clothing to wear, but washing clothing to put aside {to wear later} is permitted.
And Rav Sheshet said: Even to wash and to put aside is forbidden.
And the halacha is like Rav Sheshet.

שלח רב יצחק בר יעקב בר גיורי משמיה דרבי יוחנן אע"פ שאמרו כלי פשתן אין בהם משום גיהוץ אסור ללובשן בשבת שחל ט' באב להיות בתוכה:
Rav Yitzchak bar Yaakov bar Giuri sent in the name of Rabbi Yochanan: Even though they said that linen clothing may be ironed {during this week}, it is forbidden to wear them during the week that the 9th of Av falls.

תניא ט' באב שחל להיות בשבת וכן ערב ט' באב שחל להיות בשבת אוכל ושותה כל צרכו ומעלה על שלחנו ואפי' כסעודת שלמה בשעתו ואסור לספר ולכבס מר"ח ועד התענית דברי ר' מאיר
ר' יהודה אומר כל החדש כולו אסור
רשב"ג אומר אינו אסור אלא אותה שבת בלבד

They learnt {in a brayta}:
If the 9th of Av fell on a Shabbat, and similarly if erev 9th of Av fell on a Shabbat, he eats and drinks all he needs {/wants}, and puts on his table even like the meal of {King} Solomon in his time, and it forbidden to cut hair and wash clothing from Rosh Chodesh until the fast. These are the words of Rabbi Meir.
Rabbi Yehuda says: The entire month is forbidden.
Rabban Shimon ben Gamliel says: Only that week is forbidden.

{Taanit 30a}
אמר ר' יוחנן ושלשתן מקרא אחד דרשו והשבתי כל משושה חגה חדשה ושבתה
מאן דאמר מר"ח ועד התענית אסור מחגה
ומאן דאמר כל החדש כולו אסור מחדשה
ומאן דאמר אין אסור אלא אותה שבת בלבד משבתה

Rabbi Yochanan said: And all of them derive it from a single verse. {Hoshea 2:13}:
יג וְהִשְׁבַּתִּי, כָּל-מְשׂוֹשָׂהּ, חַגָּהּ, חָדְשָׁהּ וְשַׁבַּתָּהּ--וְכֹל, מוֹעֲדָהּ. 13 I will also cause all her mirth to cease, her feasts, her new moons, and her sabbaths, and all her appointed seasons.
The one who said from Rosh Chodesh is forbidden gets it from "her feasts" {presumably, that of Rosh Chodesh.}
And the one who said the entire month is forbidden gets it from "her months."
And the one who said only that week {Shabbat = week} is forbidden gets it from "her Shabbats."

אמר רבא הלכה כר' מאיר
ואמר רבא הלכה כרבן שמעון בן גמליאל
ותרוייהו לקולא וצריכא דאי אשמועינן הלכה כר' מאיר לחודיה הוה אמינא אפי' מראש חדש אסור לספר ולכבס קמ"ל הלכה כרבן שמעון בן גמליאל
ואי אשמועינן הלכה כרשב"ג לחודיה הוה אמינא אפילו לאחר התענית נמי אסור לספר ולכבס קמ"ל כרבי הלכה כרבי מאיר הלכך הלכה כתרוייהו

Rava said: The halacha is like Rabbi Meir.
And Rava said: The halacha is like Rabban Shimon ben Gamliel.
And both statements are intended leniently, and are necessary. For if they only informed us that the halacha is like Rabbi Meir, I would have believed that even from Rosh Chodesh is forbidden to take a haircut or wash clothing. Therefore it informs us that the halacha is like Rabban Shimon ben Gamliel {that only that week}.
And if they only informed us that the halacha was like Rabbi Shimon ben Gamliel, I would have believed that even {the portion of the week} after the fast it is also forbidden to take a haircut or wash one's clothes. Therefore it informs us that the halacha is like Rabbi Meir.
Thus, the halacha is like both of them leniently.
