{Megillah 5a}

אמר רב מגילה בזמנה קורין אותה ביחיד ושלא בזמנה קורין אותה בעשרה ורב אסי אמר בין בזמנה בין שלא בזמנה קורין אותה בעשרה
הוה עובדא וחש לה רב להא דרב אסי ואע"ג דחש לה רב להא דרב אסי קי"ל כרב דהא ר' יוחנן קאי כותיה דאמרי' לקמן א"ר חייא בר אבא א"ר יוחנן הקורא את המגילה הכתובה בין הכתובים לא יצא ולא אמרו אלא בצבור אבל ביחיד יצא ושמעינן מינה דקורין אותה ביחיד כרב דאמר בזמנה קורין אותה ביחיד

וכתב רב האי גאון ז"ל מנהג דחזי לנא דמאן דקרי לה למגלה קורא ופושט כאגרת אבל קורא וכורך כספר תורה לא חזי לנא:
Rav said: Megillah in its time {=the 14th} they {may} read it in private and not in its time they read it with ten.
And Rav Asi said: Whether in its time or not in its time they read it with ten.
There was an incident in which Rav took into consideration this opinion of Rav Assi. And even though Rav took care to act in compliance with Rav Assi's opinion, we rule like Rav.
For Rabbi Yochanan establishes like him, for we learn later on {Megillah 19a}: Rabbi Chiyya bar Abba cited Rabbi Yochanan: If one reads the megillah which is written between other Ketuvim, he does not fulfill. And they only said this in public {with the congregation of ten} but individually, he fulfills.
And we derive from this that they read it in private like Rav, who said, in its time they read it in private.

And Rav Hai Gaon z"l wrote: it is a fitting minhag for us that one who reads the megillah should read it and unfold it like a letter, but to read it and roll it like a sefer Torah is not fitting for us.

{Megillah 5a}
Mishna:
איזו עיר גדולה כל שיש בה עשרה בטלנין פחות מכן הרי זה כפר באלו אמרו מקדימין ולא מאחרין:
What is a large city? One which has ten idle people in it. Less than that, it is a village. In these they said that they push it earlier {to the day of assembly} but do not push it later.

Gemara:
תנא עשרה בטלנין של בהכ"נ:
A Tanna taught: ten idle people of the synagogue.

באלו אמרו. פירוש בקריאת מגילה ובתרומת שקלים מקדימין ולא מאחרין דכתיב ולא יעבור
אבל בסעודת פורים וסעודת ראש חדש וספק מילה וזמן עצי הכהנים וחגיגה וט' באב והקהל מאחרין ולא מקדימין
תשעה באב אקדומי פורענותא לא מקדימינן והנך דאכתי לא מטא זמן חיובייהו:
"In these they said":
To explain: in reading of the megillah and collecting of shekalim, they move it earlier but not later, for it is written ולא יעבור {as mentioned above}. But regarding the meal of Purim and the meal of Rosh Chodesh, a doubt of brit milah, and the time of the wood of Kohanim {who donated wood for the altar} and the Chagiga, the 9th of Av, and Hakhel, they delay it and do not move it earlier.
The 9th of Av, because we do not move punishment earlier, and the other because their time of obligation have not yet arrived.
