Rif Megillah 6a {Gittin 7a; 6b; Megillah 17a; 19a}

{Gittin 7a}

גרסי' בגיטין בפ"ק שלח ליה מר עוקבא לר' אלעזר בני אדם העומדין עלי ובידי למוסרן למלכות מהו
שרטט וכתב ליה אמרתי אשמרה דרכי מחטוא בלשוני אשמרה לפי מחסום בעוד רשע לנגדי
אע"פ שרשע לנגדי אשמרה לפי מחסום
שלח ליה מצערן לי טובא ולא מצינא דאיקום בהו
שלח ליה דום לה' והתחולל לו
דום לה' והוא יפילם לפניך חללים חללים
השכם והערב עליהם לבהמ"ד והן כלים מאליהם:
א"ר יצחק שנים כותבין בלא שרטוט שלש אין כותבין בלא שרטוט במתניתא
תנא ג' כותבין ארבע אין כותבין:
We learn in the first perek of Gittin: Mar Ukva {who was an exilarch, and thus had government connections} sent to Rabbi Eleazar: There are people who oppose me, and it is in my hand to hand to over {lemosran} to the the government. What is the law?
He made lines {because he was writing a pasuk -- and thus the tie in to the preceding} and wrote to him: {Tehillim 39:2}
ב אָמַרְתִּי-- אֶשְׁמְרָה דְרָכַי, מֵחֲטוֹא בִלְשׁוֹנִי:
אֶשְׁמְרָה לְפִי מַחְסוֹם-- בְּעֹד רָשָׁע לְנֶגְדִּי.
2 I said: 'I will take heed to my ways, that I sin not with my tongue; {N}
I will keep a curb upon my mouth, while the wicked is before me.'
which means that even though an evildoer opposes me { רָשָׁע לְנֶגְדִּי} I will keep a curb on my mouth.
He {Mar Ukva} sent to him: They are tormenting me overmuch, and I do not find that I will sustain them.
He {Rabbi Eleazer} sent to him: {Tehillim 37:7}:
ז דּוֹם, לַה'-- וְהִתְחוֹלֵל-לוֹ:
אַל-תִּתְחַר, בְּמַצְלִיחַ דַּרְכּוֹ; בְּאִישׁ, עֹשֶׂה מְזִמּוֹת.
7 Resign thyself unto the LORD, and wait patiently for Him; {N}
fret not thyself because of him who prospereth in his way, because of the man who bringeth wicked devices to pass.
{with lo interpreted to mean the evildoer}
Resign thyself unto the LORD and he will cause them to fall before you as corpses {a play on hitcholel - chalalim}
Get up early and leave late {a play on dom - dimdumei chama} because of them to the study hall and they will perish of their own accord.

{Gittin 6b}
Rabbi Yitzchak said: Two they write without lines; three they do not write without lines.
In a brayta it taught: Three they write, four they do not write {without lines}.

{Megillah 17a}
Mishna:
היתה כתובה בסם בסיקרא בקומוס ובקנקנתום על הנייר ועל הדיפתרא לא יצא עד שתהא כתובה אשורית ובספר ובדיו:
If the Megilla was written with paint, ruddle, gum, vitriol black, on papyrus, or on rough vellum, the duty is not fulfilled, but it must be written in Assyrian characters, in a book, on good parchment, and with ink.

{Megillah 19a}
Gemara:

דפתרא מליח וקמיח ולא עפיץ
נייר מחקא:
Rough vellum: "when the hide has been already salted and soaked, but not polished."
Neyar: Glued plants.

Mishna:

בן עיר שהלך לכרך ובן כרך שהלך לעיר אם עתיד לחזור למקומו קורא כמקומו ואם לאו קורא עמהם

מהיכן קורא אדם את המגילה ויוצא בה ידי חובתו
ר' מאיר אומר כולה
רבי יהודה אומר מאיש יהודי
ר' יוסי אומר מאחר הדברים האלה
A resident of a {n unwalled} city who traveled to a walled city, and a resident of a walled city who traveled to an unwalled city, if he will return to his place, he reads like his place, and if not, he reads with them.

From where does one read the megillah and thus fulfill his obligation?
Rabbi Meir says: All of it.
Rabbi Yehuda says: From "Ish Yehudi" {Esther 2:5}. {the introduction of Mordechai}
Rabbi Yossi says: From "Achar haDevarim HaEleh" {Esther 3:1}. {Haman's rise to power}

Gemara

בן עיר שהלך לכרך
אמר רבא לא שנו אלא שעתיד לחזור בליל י"ד ונתעכב ולא חזר
אבל אם אינו עתיד לחזור בליל י"ד קורא עמהם
דכתי' היהודים הפרזים היושבים בערי הפרזות
מכדי היהודים הפרזים כתיב למה לי למכתב היושבים בערי הפרזות
אלא הא קמ"ל דפרוז בן יומו נקרא פרוז ומדפרוז בן יומו נקרא פרוז מוקף בן יומו נקרא מוקף
"A resident of an unwalled city who traveled to a walled city":
Rava said: They only learned this where he intends to return on the night of the 14th, and he is held back and does not return. But, if he does not intend to return on the night of the 14th, he reads with them. For it is written {Esther 9}:
יט עַל-כֵּן הַיְּהוּדִים הפרוזים (הַפְּרָזִים), הַיֹּשְׁבִים בְּעָרֵי הַפְּרָזוֹת--עֹשִׂים אֵת יוֹם אַרְבָּעָה עָשָׂר לְחֹדֶשׁ אֲדָר, שִׂמְחָה וּמִשְׁתֶּה וְיוֹם טוֹב; וּמִשְׁלֹחַ מָנוֹת, אִישׁ לְרֵעֵהוּ. 19 Therefore do the Jews of the villages, that dwell in the unwalled towns, make the fourteenth day of the month Adar a day of gladness and feasting, and a good day, and of sending portions one to another.
Now the "Jews of the perazim {understand as unwalled towns}" is written, so why do I need to write "who live in the unwalled towns?"
Rather this informs use that one in an unwalled town just that day is called a paruz {a resident of an unwalled town}, and from the fact that one in an unwalled town just that day is called a paruz, one in a walled town just that day is called a resident of the walled town.
