Rif Megillah 5b {Megillah 18b continues; 16b}

5b
{Megillah 18b continues}

The Sages learnt {in a brayta}: If the reader accidentally omitted a single verse, he should not say, "I will finish all of it {the megillah} and return to read {just} the verse." Rather, he should {go back and} read from that verse and on.
If he entered the synagogue and found the congregation has already read half of it, he should not say, "I will read {the second} half with the congregation and return to read the first half," but rather he should read from the beginning until the end.

"and dozing":
how so dozing? Rav Ashi said: asleep but not asleep, awake yet not awake, such that they call to him and he responds, but it not able to respond with thought {to give a reasoned response} but if you remind him, he remembers {e.g. if you ask him while is is dozing like this, "Did you hear such and such?" he will be able to remember}.

"If he was writing it, and expounded it or corrected it, if he directed his heart he fulfilled, and if not he did not fulfill":
We establish this such that it is all written before him, and he read a verse at a time in the megillah which rested before him and then wrote it {in the other megillah}, for even according to the opinion that {one needs to read only} from "Ish Yehudi"
{Esther 2:5 and on:
5 There was a certain Jew in Shushan the castle, whose name was Mordecai the son of Jair the son of Shimei the son of Kish, a Benjamite,
}
it still needs to be entirely written. And we establish like Rabbi Yochanan, who said that it is forbidden to write even a single letter not from what is written {that is, consulting another written text}, except for tefillin and mezuzot, for we say: "Abaye permitted the residents of Bei Rechava to write tefillin and mezuzot not consulting a written text. Like whom? Like this tanna that learnt {in a brayta}: Rabbi Yehuda says in the name of Rabbenu: tefillin and mezuzot may be written not consulting another written text, nor do they need lines."

And the halacha is that mezuzot do require lines while tefillin do not require lines, and both of them may be written without consulting another written text. What is the reason? They are on everyone's tongue.

{Megillah 16b}
And one needs to make lines for the megillah. For R' Assi said: A megillah needs lines just like an actual sefer Torah.
