Rif Taanit 5b {Taanit 12b; 14b; Yerushalmi; 14b - 16a}

5b

{Taanit 12b}
Mishna:
עברו אלו ולא נענו ממעטין במשא ובמתן בבנין ובנטיעה ובאירוסין ובנשואין ובשאלת שלום בין אדם לחבירו כבני אדם הנזופין לפני המקום והיחידים חוזרים ומתענין עד שיצא ניסן יצא ניסן וירדו הגשמים סימן קללה שנאמר הלא קציר חטים היום אקרא אל ה' ויתן קולות ומטר וגו':

If these {fasts} passed and they were not answered, they reduce trade, building, planting, betrothal and marriage, man greeting his fellow, just like men who are rebuked before the Omnipresent.
And the yechidim {lit. individuals} resume fasting until Nissan.
If Nissan left and {then} rains fell, it is a sign of curse, for it is written {Shmuel I 12:17}:

יז הֲלוֹא קְצִיר-חִטִּים, הַיּוֹם--אֶקְרָא אֶל-יְהוָה, וְיִתֵּן קֹלוֹת וּמָטָר; וּדְעוּ וּרְאוּ, כִּי-רָעַתְכֶם רַבָּה אֲשֶׁר עֲשִׂיתֶם בְּעֵינֵי ה, לִשְׁאוֹל לָכֶם, מֶלֶךְ. {ס} 17 Is it not wheat harvest to-day? I will call unto the LORD, that He may send thunder and rain; and ye shall know and see that your wickedness is great, which ye have done in the sight of the LORD, in asking you a king.'

{Taanit 14b}
Gemara:
תנא בנין בנין של שמחה נטיעה נטיעה של שמחה
איזהו בנין של שמחה זה הבונה בית חתנות לבנו
אי זהו נטיעה של שמחה זה הנוטע אבורנקי של מלכים:
They taught: Building a building of joy. Planting a planting of joy.
What is a building of joy? This is one who builds a house of betrothal for his son.
What is a planting of joy? This is one who builds a bower for princes.

ירושלמי הדא דתימא בבנין של שמחה אבל אם היה כותלו גוהה סותרו ובונהו:

Yerushalmi:
This that was said was regarding a building of joy. But if his wall leans, he may rebuild it.

ובשאלת שלום:
ת"ר חבירים אין ביניהם שאלת שלום ועם הארץ ששאל מחזירין לו בשפה רפה וכובד ראש והן מתעטפין ויושבים כאבלים וכמנודין עד שירחמו עליהם מן השמים:
"And in greeting":
The Sages learnt {in a brayta}: The scholars {on these days} do not greet one another, but if a non-scholar greets them, they reply to him feebly and with a downcast head. And they wrap themselves {in their cloaks} and sit as mourners and people under the ban, until they are accorded mercy from Heaven.

אמר ר' אלעזר אין אדם חשוב רשאי ליפול על פניו אלא אם כן נענה כיהושע שנא' קום לך למה זה אתה נופל על פניך
א"ר חייא בריה דרב הונא חזינן להו לאביי ורבא דכי נפלי אאפייהן דמצלו אצלויי:

Rabbi Eleazar said: A prominent person is not permitted to fall on his face {Ran explains: in public, and pray on their behalf} unless he is answered {certain of being answered}, like Yehoshua, for it is written {Yehoshua 7:10}:
"The LORD said to Joshua, "Stand up! What are you doing down on your face?"

R' Chiyya son of Rav Huna said: We {Bach: I} have seen Abaye and Rava fall on their faces whn praying.

יצא ניסן הגשמים סימן קללה:
אמר ר' אסי בר אבין הדא דתימא בשלא ירדו להם גשמים מכבר אבל אם ירדו להם גשמים מכבר סימן ברכה הם:
"If Nissan exits, rains are a sign of curse":
R' Assi bar Avin said: This was said where rains had not descended yet, but if rains had already descended {and it continues after Nissan} it is a sign of blessing.

{Taanit 15a}
Mishna:
סדר תעניות כיצד מוציאין את התיבה לרחובה של עיר ונותנין אפר מקלה ע"ג התיבה ובראש הנשיא ובראש אב ב"ד וכל א' וא' נוטל ונותן בראשו והזקן שבהן אומר לפניהם דברי כיבושין
אחינו לא נאמר באנשי נינוה וירא האלהים את שקם ואת תעניתם אלא וירא האלהים את מעשיהם כי שבו מדרכם הרעה ובקבלה הוא אומר וקרעו לבבכם ואל בגדיכם ושובו אל ה':
What is the order of procedure on the fast-days? The ark containing the Holy Scrolls is to be brought into an open place in the city, ashes of burnt substances are to be strewed on that ark, on the head of the Nassi, on the head of the chief of the Bet Din ; and other persons shall also themselves strew ashes on their heads. The eldest among them shall then address them in heart-moving terms, as follows: "My brethren! Consider that it is not written about anent the (repentance of the) Ninevites {Yonah 3:10}, "And Hashem saw their sackcloth and their fasts," but rather "Then God saw their works, that they turned from their evil way..."
And in Tradition it states {Yoel 2}, "Rend your heart, and not your garments, and return to Hashem."

{Taanit 15b}
Gemara:
תניא שלש ראשונות ושניות נכנסין לבית הכנסת ומתפללין כדרך שמתפללין כל השנה כולה
בשבע אחרונות מוציאין את התיבה לרחובה של עיר ונותנין אפר על גבי התיבה ובראש הנשיא ובראש אב ב"ד וכל אחד ואחד נוטל ונותן בראשו
ר' נתן אומר אפר מקלה היו מביאין:

They learnt {in a brayta}: The first and second set of three, they enter the synagogue and pray just as they pray throughout the entire year.
In the last seven, they take out the ark to the street {open place} of the city and place ash on the ark, and on the head of the Nassi and the head of the chief of the Bet Din, and each and every {other} one takes and places on his head.
Rabbi Natan says: they brought ashes of the roasting place {as opposed to e.g. dust}.

ובראש הנשיא ובראש אב בית דין והדר כל אחד ואחד נוטל ונותן בראשו
והתניא רבי אומר בגדולה מתחילין מן הגדול
ובקלקלה מתחילין מן הקטן
הא נמי חשיבותא היא לדידיה
דאמרי' ליה את חשיבת למיבעי עלן רחמי:

And on the head of the Nassi and the head of the chief of Bet Din, and then afterwards each and every one takes and placed on his {own} head.
But they learnt {in a brayta}: Rabbi says: In greatness they begin from the greatest, and in disgrace they begin from the smallest!
This is also significance {/respect} for him, for they are in effect saying to him, "You are significant, to request for us mercy."

וכל אחד ואחד נוטל ונותן בראשו:
נשיא ואב ב"ד נמי לישקלו אינהו וניתבו ברישייהו מ"ש דשקיל איניש אחרינא ומנח להו
אמר ר' אדא דמן קסרי לפי שאינו דומה המתבייש מעצמו למתבייש מאחרים
"And each and every person takes and places on his {own} head":
Let the Nassi and the chief of Bet Din also take and place on their {own} heads?! Why is this different, such that someone else takes it and places on them?
R' Adda from Caesaria said: Because one who is embarrassed by himself is not comparable to one who is embarrassed by {the hand of} others.

{Taanit 16a}
היכא מנח להו א"ר יצחק במקום תפילין שנא' לשום לאבלי ציון פאר תחת אפר:
Where should he place them {the ashes}?
R' Yitzchak said: In the place of tefillin, for it is written {Yeshaya 61:3}: " To place on those who mourn in Zion a diadem instead of ashes..." {where efer is an anagram of pe`er}

למה יוצאים לרחוב א"ר חייא בר אבא לומר צעקנו בצנעא ולא נענינו נבזה עצמנו בפרהסיא
ר"ל אמר גלינו וגלותנו מכפרת עלינו
מאי בינייהו דגלו מבי כנישתא לבי כנישתא:

Why do they go out to the street {/open place}?
R' Chiyya bar Abba said: {As if} To say, we have cried out in private and were not answered. Let us degrade ourselves publicly.
Resh Lakish said: We have exiled ourselves, and our exile should atone for us.
What is the difference between them? Where they exiles from one synagogue to another synagogue.

למה מוציאין את התיבה לרחובה של עיר
א"ר יהושע בן לוי כלי צנוע היה לנו ונתבזה בעונינו:

Why do they bring the ark to the open place of the city?
Rabbi Yehoshua ben Levi said: A private {modest} vessel we had and it was disgraced due to our sins.

למה מתכסין בשקין
א"ר חייא בר אבא לומר הרי אנו חשובין לפניך כבהמה:

Why do they cover themselves with sackcloth?
R' Chiyya bar Abba said: {As if} to say: Behold, we are considered before you as an animal.

למה נותנין אפר מקלה על גבי ס"ת
א"ר יהודה בן פזי כלומר עמו אנכי בצרה:

Why do they place ash from a roasting place upon the sefer Torah.
Rabbi Yehuda ben Pazi said: To say, {Tehillim 91:15} "I am with him in distress."

למה נותנין אפר בראש כל אחד ואחד
פליגי בה ר' לוי בר חמא ור' חמא בר חנינא
חד אמר הרי אנו חשובין לפניך כעפר
וחד אמר כדי שיזכור אפרו של יצחק וירחם עלינו
מאי בינייהו איכא בינייהו עפר סתם
Why do they place ash on the head of each and every one?
Rabbi Levi bar Chama and Rabbi Chama bar Chanina argued about this.
One said, "Behold we are considered before you as dust." {עפר with an ע, possibly also able to be connoted with an א} and one said, "In order that You recall the ashes of {Akeidat} Yitzchak and have mercy upon us."
What is the practical distinction between them? This is the practical distinction between them: Regular dust {rather than ash}.

ולמה יוצאין לבית הקברות
פליגי בה ר' לוי בר לחמא ור' חמא בר חנינא
חד אמר הרי אנו חשובין לפניך כמתים
וחד אמר כדי שיבקשו מתים רחמים עלינו
מאי בינייהו איכא בינייהו קברי עכו"ם:

And why do they go to the cemetery?
Rabbi Levi bar Chama and Rabbi Chama bar Chanina argued about this.
One said "Behold we are considered before you like the dead." And one said, "In order that the dead will request mercy upon us."
What is the practical distinction between them? This is the practical distinction between them: The graves of gentiles.

והזקן שבהן אומר לפניהם דברי כיבושין:
תנו רבנן אם יש שם זקן חכם אומר זקן חכם
אין שם זקן חכם אומר חכם
אין שם לא זקן ולא חכם אומר אדם של צורה
אחינו לא שק ולא תענית גורמין אלא תשובה ומעשים טובים גורמין
שכן מצינו באנשי נינוה שלא נאמר בהם וירא האלהים את שקם ואת תעניתם אלא וירא האלהי' את מעשיהם

"And the elder among them said before them heart-rending words":
The Sages learnt {in a brayta}: If there if an elderly scholar, the elderly scholar should say. If there is no elderly scholar, a scholar should say. If there is no elder and no scholar, a prominent man would say, "Brethren! It is not written, about the repentance of the Ninevites "And Hashem saw their sackcloth and their fasts," but rather "Then God saw their works, {that they turned from their evil way}..."
