Rif Taanit 5a {Taanit 12b; 14b}

5a

{Taanit 12b}
Gemara:
אמרו ליה רבנן לרב ששת קא אתו רבנן לבי תעניתא כי סיימי מסאני
קפיד ואמר להו דילמא מיכל נמי קא אכלי:

The Sages said to Rav Sheshet: when the Sages come to the house of fasting {a public fast}, they wear shoes.
He angrily retorted to them: Perhaps they also eat!

אביי ורבא מסיימי אפנתא
אמימר ומר זוטרא מחלפי דימינא לשמאלא ודשמאלא לימינא
רבנן דבי רב אשי סיימי כי אורחייהו סברי לה לדשמואל דאמר אין תענית צבור בבבל אלא תשעה באב בלבד
וכן הלכה

Abaye and Rava wore shoes without soles.
Amemar and Mar Zutra switched their right shoes with their left and their left with their right.
The Sages in the academy of Rav Ashi wore their shoes normally. They held like Shmuel who said that there is no public fast in Bavel except for Tisha beAv.
And so is the halacha {like Shmuel}.

ר' יהודה נשיאה גזר תליסר תעניתא ולא נענה סבר למיגזר טפי
אמר ליה רבי אמי הרי אמרו אין מטריחין על הצבור יותר מדאי
אמר רבי חייא בר אבא א"ר יוחנן לא שנו אלא לגשמים אבל לשאר מיני פורעניות מתענין והולכין עד שיענו
תניא נמי הכי כשאמרו שלש וכשאמרו שבע לא אמרו אלא לגשמים אבל לשאר מיני פורעניות מתענין והולכין עד שיענו

Rabbi Yehuda Nesia {the Amora} decreed 13 fasts on the community and was not answered. He thought to decree more.
Rabbi Ami said to him: Behold they have said that we do not trouble the community excessively.
Rabbi Chiyya bar Abba cited Rabbi Yochanan: They only learned this regarding rains, but for other types of punishments, they continue to fast until they are answered.
A brayta also says so: When they said three and when they said seven, they only said this regarding rains, but for other types of punishments, they continue to fast until they are answered.

שלחו ליה בני נינוה לרבי כגון אנן דצריכינן למטרא ואפילו בתקופת תמוז כיחידים דמינן ובשומע תפלה או כצבור דמינן ובברכת השנים
שלח להו כיחידים דמיתו ובשומע תפלה
וכן הלכה:

The people of Ninvei sent to Rabbi: Such as us who require rain even in tekufat tammuz {the summer solstice, thus midsummer}, are we comparable to individuals and say {the request for rain} in Shomeia' Tefillah or or we comparable to a community {fast} and in the blessing of years {birchat hashanim - vetein tal umatar livracha}?
He sent to them: You are comparable to individuals, and in Shomeia' Tefillah {you should request}.
And so is the halacha.

בשני מטין עם חשיכה: תניא בשני מטין עם חשיכה לעת ערב ובחמישי פותחין כל היום מפני כבוד השבת יש לו שני פתחים פותח אחד ונועל אחד ואם יש לו איצטבא לפנים פותח כדרכו ואינו חושש:
"On Monday, they partially open {the shutters} towards dark":
They learnt {in a brayta}: On Monday they partially open towards dark, approaching evening, and on Thursday they open the entire day because of honor of Shabbat. If he has two doors, he opens one and shuts one, and if he has a bench inside {against the door}, he opens normally and does not worry.
