{Kiddushin 28a}
Gemara:

שמעת מינה מטבע נעשה חליפין
אמר רב יהודה הכי קאמר כל הנישום דמים באחר וכו' וכבר ברירנא לה בפרק הזהב ופרישנא לה התם שפיר:
Do we indeed derive from here {the Mishna} that a coin can be used for chalipin? Rav Yehuda said: This is what it means to say: Anything which is appraised when given as money for something else, etc.
And we have already elucidated it in perek haZahav {in Bava Metzia}, and we have explained it there quite well.

תנו רבנן כיצד רשות הגבוה בכסף גזבר שנתן מעות בבהמה אפי' בסוף העולם קנה ובהדיוט לא קנה עד שימשוך
כיצד אמירתו לגבוה כמסירתו להדיוט זה האומר שור זה עולה בית זה הקדש אפילו בסוף העולם קנה ובהדיוט לא קנה עד שימשוך ויחזיק

משכו במנה ולא הספיק לפדותו עד שעמד במאתים נותן מאתים

שלא יהא כח הדיוט חמור מכח הקדש

פדאו במנה ולא הספיק למשכו עד שעמד במאתים אין נותן לו אלא מנה
אמאי הכא נמי נימא שלא יהא כח הדיוט חמור מכח הקדש
אטו הדיוט לאו במי שפרע קאי:
The Sages learnt {in a brayta}: How so the domain of the Temple with money? The {Temple} treasurer who gave money for an animal, even if it is at the end of the world, it acquires. And by a common person, he does not acquire until he pulls.
How so that stating it over to the Temple is like handing it over to a common person? This is one who says "this ox for a burnt-offering"; "my house is consecrated" -- even at the end of the world, it acquires. And by a common person, he does not acquire until he pulls, {Kiddushin 29a} or until he does chazaka {demonstrates ownership}.

If he pulled {=did meshicha on a consecrated item} when it was worth a maneh {=100 zuz} but did not get a chance to redeem it {by paying for it} before it became worth 200, he gives 200.
[What is the reason? {The pasuk states} ונתן הכסף וקם לו -- {"and he gives the money and it shall be assured to him" -- thus, only when he gives the money is it assured to him}.
{According to Tosafot, this is a paraphase of Vayikra 27:19:
יט וְאִם-גָּאֹל יִגְאַל אֶת-הַשָּׂדֶה, הַמַּקְדִּישׁ אֹתוֹ: וְיָסַף חֲמִשִׁית כֶּסֶף-עֶרְכְּךָ, עָלָיו--וְקָם לוֹ. 19 And if he that sanctified the field will indeed redeem it, then he shall add the fifth part of the money of thy valuation unto it, and it shall be assured to him.
The word venatan occurs a bit lower:
כג וְחִשַּׁב-לוֹ הַכֹּהֵן, אֵת מִכְסַת הָעֶרְכְּךָ, עַד, שְׁנַת הַיֹּבֵל; וְנָתַן אֶת-הָעֶרְכְּךָ בַּיּוֹם הַהוּא, קֹדֶשׁ לַיהוָה. 23 then the priest shall reckon unto him the worth of thy valuation unto the year of jubilee; and he shall give thy valuation in that day, as a holy thing unto the LORD.

If he pulled it when it was worth 200 and he did not get a chance to redeem it {by paying the money} before it became worth a maneh {=100 zuz}, he gives 200. What is the reason?]
That the strength of the common person should not be stricter than the strength of the Temple.
If he redeemed it when it was worth 200 and he did not have a chance to pull it before it became worth a maneh {=100}, he gives 200. For it is stated {same "verse" as above} "and he gives the money and it is assured to him." {And thus, the transaction was effective initially, when it was worth 200.}
If he redeemed it when it was worth a maneh {=100} and he did not have a chance to pull it before it stood at a value of 200, he only gives a maneh.
Why? Here, too, let us say that the strength of the common person should not be stricter than the strength of the Temple? {The answer:} Would not a common person stand under {the curse of} "one who paid" {and then reneged}?

Mishna:
כל מצות הבן על האב אנשים חייבין ונשים פטורות וכל מצות האב על הבן אחד אנשים ואחד נשים חייבין
כל מצות עשה שהזמן גרמא אנשים חייבין ונשים פטורות ושלא הזמן גרמא אחד אנשים ואחד נשים חייבים
כל מצות לא תעשה בין שהזמן גרמא בין שלא הזמן גרמא אחד אנשים ואחד נשים חייבים חוץ מבל תקיף ובל תשחית ובל תטמא למתים
All of the obligations {commandments} regarding the son which are upon the father, men are obligated and woman are exempt. And all obligations regarding the father which are upon the son, both men and women are obligated.
All positive commandments which are imposed by the time, men are obligated and women are exempt. And those which are not imposed by the time, both men and women are obligated.
All negative commandments, whether imposed by the time or not imposed by the time, both men and women are obligated, with the exception of not rounding {the corners of one's head}, not destroying {the corner of one's beard}, and not becoming ritually impure from corpses {where in all three cases, only men are obligated}.
