Rif Taanit 7b {Taanit 18b; 19a}

{Taanit 18b}
Mishna:

סדר תעניות האלו האמור ברביעה הראשונה
אבל צמחים ששינו מתריעין עליהן מיד
וכן כשפסקו גשמים בין גשם לגשם ארבעים יום מתריעין עליהן מיד מפני שהיא מכת בצורת
ירדו לצמחים אבל לא לאילן לאילן אבל לא לצמחי' לזה ולזה אבל לא לבורות ולא לשיחין ולא למערות מתריעין עליהן מיד:
The order of procedure on fast-days, as mentioned above, applies only when the first fructifying rains do not descend; but when the sprouts commence to degenerate, they shall immediately commence to sound an alarm. It should also be immediately sounded if there be an interval of forty days between each rain; for that is a general plague on the land, causing dearth.

If sufficient rain for the growth of sprouts and herbs had fallen, but not for the growth of trees; or sufficient for the growth of trees, but not enough for the growth of herbs; or sufficient for both, but not enough to fill the wells, cisterns, and caves (creeks), an alarm is immediately to be sounded.

Gemara:
סדר תעניות וכו'
ורמינהו רביעה ראשונה ושניה לשאול שלישית להתענות

אמר רב יהודה הכי קאמר סדר תעניות האלו האמור אימתי בזמן שיצתה רביעה ראשונה ושנייה ולא ירדו גשמים אבל ירדו גשמים ברביעה ראשונה וצמחו וחזרו ושינו מתריעין עליהן מיד
אמר רב נחמן ודוקא שינו אבל יבשו לא
פשיטא שינו תנן לא צריכא דהדר איתקן מהו דתימא איתקנתא מלתא הוא קמ"ל:
"The order of procedure on fast-days...":
And we object {from a brayta}: The first and second rains {withheld} to request; the third to fast."

Rav Yehuda said: This is what it means to say: "The order of fasts which were mentioned are at a time that the time of the first and second rains and the rains did not descend; but if they descended during the first rain time and they {the produce} flourished, and they then degenerated, we blow upon them immediately.
Rav Nachman said: This is specifically that they degenerated, but if they withered, no.
This is obvious! It says so in the Mishna.
No, it is indeed necessary for the case in which they then grew into a stack. I would have said that this was something. Therefore it informs us {that it is not}.


{Taanit 19b}
ירדו לצמחי' אבל לא לאילן:
דאתא ניח'

לאילן ולא לצמחים
דאתא רזיא

לזה ולזה אבל לא לבורות ולא לשיחין ולא למערות
דאתא הכי והכי:
"If they fell sufficient for plants but not for trees":
that it rains lightly.

For trees but not plants: That it rains strongly.

For this and this {plants and trees} but not wells, cisterns, and caves: that it rains like this and that {strongly and lightly}.

תנו רבנן מתריעין על האילנות בפרוס הפסח ועל הבורות ועל השיחין ועל המערות בפרוס החג ואם אין להם מים לשתות מתריעין עליהן מיד ואיזהו מיד שלהן ב' וה' וב' וכולן אין מתריעין עליהן אלא בהפרכיא
The Sages learnt {in a brayta}: They blow for trees in the midst of Pesach {if it hasn't rained} and for the wells, cisterns, and caves in the midst of Succot. And if they don't have water to drink, they blow for them immediately.
And what is their "immediately?" Monday, Thursday, and Monday.
And for all of them, they only blow for them in their {own} province.
