Mishna:

המקדיש מעשה ידי אשתו הרי היא עושה ואוכלת המותר ר"מ אומר הקדש רבי יוחנן הסנדלר אומר חולין

If one consecrates his wife's handiwork, she may work and eat. The extra, Rabbi Meir says is consecrated. Rabbi Yochanan the sandler said is non-consecrated.

Gemara:

אמר שמואל הלכה כר' יוחנן הסנדלר דקסבר אין אדם מקדיש דבר שלא בא לעולם:

Shmuel said: The halacha is like Rabbi Yochanan the sandler.
For he holds that a man cannot consecrate something that has not come into the world.

{Ketubot 58b}

א"ר הונא יכולה אשה שתאמר לבעלה איני ניזונת ואיני עושה דקסבר כי תקינו רבנן מזוני עיקר ומעשה ידיה משום איבה וכי אמרה איני ניזונת ואיני עושה הרשות בידה

Rav Huna said: A woman is able to say to her husband "I will not be supported {by you} and I will not work {such that you get the handiwork}."
For he holds that the Sages instituted his obligation of support as primary and her handiwork {belonging to him} because of ill-feeling. And when she says "I will not be supported and will not work {for you}, the permission is in her hands.

וגרסינן בהדיא פרק שני דייני גזרות דהלכתא כרב הונא

And we learn explicitly in perek Shnei Dayanei Gezerot that the halacha is like Rav Huna.

תנן התם בנדרים קונם שאני עושה לפיך אין צריך להפר
רבי עקיבא אומר יפר שמא תעדיף עליו יותר מן הראוי לו

We learn {in a Mishna} there in Nedarim: {if a woman says to her husband} konam {a sacrifice upon me} if I do anything for your mouth, he does not need to annul {since her handiwork belongs to him and thus she cannot designate it}. Rabbi Akiva says: He should annul it, lets there be excess of what is due him.
