אמר ר' חייא בר אבא א"ר יוחנן הלכה לעולם אינו גר עד שימול ויטבול
אמר רבא הוה עובדא בי רבי חייא ברבי ורב יוסף מתני רב הושעיא ברבי ורב ספרא מתני רב הושעיא בריה דרבי חייא אייתו לקמיה גר שמל ולא טבל אמר ליה שהי כאן ונטבלינך למחר
ש"מ תלת ש"מ גר צריך שלשה וש"מ לעולם אינו גר עד שימול ויטבול וש"מ אין מטבילין את הגר בלילה וכן הלכתא
Rabbi Chiyya bar Abba cited Rabbi Yochanan: The halacha is that he is never a convert until her is circumcised and immerses. {But see what we said before, at least regarding immersion.{
Rava said: There was an incident in the court or Rabbi Chiyya beRabbi -- and Rav Yosef taught, Rav Hoshaya beRabbi -- and Rav Safra taught, "Rav Hoshaya son of Rabbi Chiyya" -- and they brought before him a convert who was circumcised but did not yet immerse. He said to him, wait here and we will immerse you tomorrow.
We derive from this three things. We derive that he requires three {present}, and we derive that he is not a convert until he is circumcised and immerses, and we derive that we do not immerse a convert at night.
And so it the halacha.

{Yevamot 47a}

והיכא דאתא עובד כוכבים ואמר כבר נתגיירתי וטבלתי בבית דינו של פלוני לא מהימן עד דמייתי סהדי
דא"ר חייא בר אבא א"ר יוחנן הלכה בין בארץ בין בחוצה לארץ גר צריך להביא ראיה
And if a idolater comes and said "I have already converted and immersed in the bet Din of Ploni," he is not believed until he brings witnesses. For Rabbi Chiyya bar Abba cited Rabbi Yochanan: The halacha is that whether in Israel or outside Israel, a convert needs to bring a proof.

תנו רבנן ושפטתם צדק בין איש ובין אחיו ובין גרו מכאן א"ר יהודה גר שנתגייר בבית דין הרי זה גר בינו לבין עצמו אינו גר
ומעשה באחד שבא לפני רבי יהודה אמר לו נתגיירתי ביני לבין עצמי אמר לו יש לך עדים
אמר לו לאו יש לך בנים אמר לו הין אמר לו נאמן אתה לפסול את עצמך ואין אתה נאמן לפסול את בניך
מ"ט דלדבריו עובד כוכבים הוא ואין עדות לעובד כוכבים וכן הלכתא
The Sages learnt {in a brayta}: {Devarim 1:16}:
טז וָאֲצַוֶּה, אֶת-שֹׁפְטֵיכֶם, בָּעֵת הַהִוא, לֵאמֹר: שָׁמֹעַ בֵּין-אֲחֵיכֶם וּשְׁפַטְתֶּם צֶדֶק, בֵּין-אִישׁ וּבֵין-אָחִיו וּבֵין גֵּרוֹ. 16 And I charged your judges at that time, saying: 'Hear the causes between your brethren, and judge righteously between a man and his brother, and the stranger that is with him.
From here Rabbi Yehuda said: A convert who converts in bet Din is a convert. By himself, he is not a convert.
And there was an incident in which someone came before Rabbi Yehuda. He said to him "I converted by myself." He {Rabbi Yehuda} said to him, "do you have witnesses?" He said to him, "No."
"Have you sons?" He said to him, "Yes." He said to him, "you are believed to invalidate yourself, but you are not believed to invalidate your sons."

What is the reason? For according to his words, he is an idolater {to clarify, gentile}, and there is no testimony to an idolater.
And so is the halacha.

ת"ר גר שבא להתגייר אומרים לו מה ראית שבאת להתגייר אי אתה יודע שישראל בזמן הזה דויים דחופין ומסוחפין ומטורפים ויסורין באין עליהן אם אמר יודע אני ואיני כדי מקבלין אותו מיד ומודיעין אותו מקצת מצות קלות ומצות חמורות ומודיעין אותו עון לקט ושכחה ופיאה ומעשר עני ומודיעין אותו עונשן של מצות ואומרין לו הוי יודע שעד שלא באתה למדה זו אכלת חלב אי אתה ענוש כרת חללת שבת אי אתה ענוש סקילה ועכשיו שבאת למדה זו אכלת חלב אתה ענוש כרת חללת שבת אתה ענוש סקילה וכשם שמודיעין אותו עונשן של מצות כך מודיעין אותו מתן שכרן של מצות אומרים לו הוי יודע שהעולם הבא אינו צפון אלא לצדיקים וישראל בזמן הזה אינן יכולין לקבל לא רוב טובה ולא רוב פורענות ואין מרבין עליו ואין מדקדקין עליו קיבל מלין אותו מיד ואם נשתיירו בו ציצין שמעכבין את המילה חוזרין ומלין אותו פעם שניה נתרפא מטבילין אותו מיד ושני תלמידי חכמים עומדין לו על גבו שמודיעין אותו מקצת מצות קלות ומקצת מצות חמורות טבל ועלה הרי הוא כישראל לכל דבריו ואשה נשים מושיבות אותה במים עד צוארה ושני תלמידי חכמים עומדים לה מבחוץ שמודיעין אותה מקצת מצות קלות ומקצת מצות חמורות אחד גר ואחד עבד משוחרר ובמקום שנדה טובלת שם גר ועבד משוחרר טובלין וכל דבר שחוצץ בטבילה חוצץ בגר ובעבד משוחרר ובנדה
The Sages learnt {in a brayta}: A convert who came to convert, they tell him: What did you see that you came to convert? Don't you know that Israel, in these times, are persecuted and oppressed, despised, harrassed, and afflictions come upon them? If he said: I know and yet I am not worthy, they accept him immediately, and inform him of a small portion of the minor and major commandments; and they inform him of the sin of neglecting the gleanings, the forgotten sheaf, and the corner {leket, shikcha, peah} and the poor-man's tithe; and they inform him of the punishment for {transgression of} commandments; and they say to him:know that until you have come to this measure, you have eating chelev {certain fats forbidden to Jews} without incurring the penalty of karet; you have profaned the Shabbat without incurring the penalty of stoning; and now that you have come to this measure, if you eat chelev you incur the penalty of karet, and if you profane the Shabbat you incur the penalty of stoning. And just as they inform him of the punishment for {transgressing} the commandments, so too they inform him of the reward of the commandments. They say to him: Know that that the World-to-Come is kept in store only for the righteous, and that Israel at this time is not able to bear

too much goodness or too much punishment. But they do not increase upon him, and are not exact with him. {Soncino: they do not persuade or dissuade him too much.} If he accepts, they circumcise him immediately, and if there are any shreds which invalidate the circumcision, they return and circumcise him another time. Once he heals, they immerse him immediately, and two Torah scholars stand over him, to inform him of the minor and major commandments. He immerses and comes up {from the water}, he is like an Israelite in all him hatters. And for a woman {convert}, women sit her in the water up to her neck and two Torah scholars stand by her outside, to inform her of the minor and major commandments. This applies to a convert and to a freed servant, and in the place where a menstruant immerses, there a convert and freed servant immerse; and any thing that causes a separation {from the water} for immersion is a separation by a convert, by a freed servant, and by a menstruant.

מודיעין אותו עונשן של מצות
מ"ט דאי פריש נפרוש
דאמר רבי חלבו קשים גרים לישראל כספחת
"They inform him of the punishment for {transgressing} commandments" -- what is the reason? That if he wants to separate {back out}, he should separate. For Rabbi Chelbo said: Converts are as difficult for Israel as a sore.

ומודיעין אותו עון לקט שכחה ופאה
מ"ט א"ר יוחנן בן נח נהרג על פחות משוה פרוטה ולא ניתן להשבון
"and they inform him of the sin of neglecting the gleanings, the forgotten sheaf, and the corner {leket, shikcha, peah}" -- what is the reason? Rabbi Yochanan said: A Noachide would rather be killed than expect the value of a peruta which does not have a return.

ואין מרבין עליו ואין מדקדקין עליו
דאמר קרא ותרא כי מתאמצת היא ללכת אתה ותחדל לדבר אליה
"But they do not increase upon him, and are not exact with him. {Soncino: they do not persuade or dissuade him too much.}" -- for the Scriptures stated {Ruth 1:18}:
יח וַתֵּרֶא, כִּי-מִתְאַמֶּצֶת הִיא לָלֶכֶת אִתָּהּ; וַתֶּחְדַּל, לְדַבֵּר אֵלֶיהָ. 18 And when she saw that she was stedfastly minded to go with her, she left off speaking unto her.

קיבל מלין אותו מיד
מ"ט דשהויי מצוה לא משהינן

נתרפא מטבילין אותו מיד נתרפא אין לא נתרפא לא
מ"ט דמיא מרזו מכה
"If he accepts, they circumcise him immediately" -- what is the reason? For we do not delay fulfilling the commandment.

"Once he heals, they immerse him immediately" -- when he heals, yes, but if he has not yet healed, no. What is the reason? Because water can irritate the wound.
