Rif Megillah 3b {Megillah 6b - 7b; 5b}

{Megillah 6b}
Mishna:

קראו את המגילה באדר הראשון ונתעברה השנה קורין אותה באדר השני
אין בין אדר הראשון לאדר השני אלא מקרא מגילה ומתנות לאביונים:
If they read the megillah during Adar I and then they make it a leap year {thus adding Adar II}, they read it in Adar II. The only difference between Adar I and Adar II is the reading of the megillah and gifts to the poor.

Gemara:
הא דקתני אין בין אדר הראשון לאדר השני בארבעה עשר קיימא והכי קתני
אין בין ארבעה עשר של אדר הראשון לארבעה עשר של אדר השני אלא מקרא מגילה ומתנות לאביונים
הא לענין הספד ותענית זה וזה שוין וכן הלכתא:

This that they learnt {in the Mishna} that there is no difference between Adar I and Adar II is established in regard to the 14th, and this is what it means to say:
There is no difference between the 14th of Adar I and the 14th of Adar II except for reading of the megillah and gifts to the poor; however in terms of eulogizing and fasting, both are identical {that one should not}.
And so is the halacha.

{Megillah 7a}
ומשלוח מנות איש לרעהו ומתנות לאביונים
תני רב יוסף שתי מנות לאדם אחד ומתנות לאביונים שתי מתנות לשני בני אדם

כב כַּיָּמִים, אֲשֶׁר-נָחוּ בָהֶם הַיְּהוּדִים מֵאֹיְבֵיהֶם, וְהַחֹדֶשׁ אֲשֶׁר נֶהְפַּךְ לָהֶם מִיָּגוֹן לְשִׂמְחָה, וּמֵאֵבֶל לְיוֹם טוֹב; לַעֲשׂוֹת אוֹתָם, יְמֵי מִשְׁתֶּה וְשִׂמְחָה, וּמִשְׁלֹחַ מָנוֹת אִישׁ לְרֵעֵהוּ, וּמַתָּנוֹת לָאֶבְיֹנִים. 22 the days wherein the Jews had rest from their enemies, and the month which was turned unto them from sorrow to gladness, and from mourning into a good day; that they should make them days of feasting and gladness, and of sending portions one to another, and gifts to the poor.
Rav Yosef taught: Two portions to one person; and gifts to the poor are two presents to two different people.

{Megillah 7b}

אביי בר אבין ורב חנינא בר אבין הוו מחלפי סעודתן להדדי:
אמר רבא מיחייב איניש לבסומי בפוריא עד דלא ידע בין ברוך מרדכי לארור המן ואמר רבא סעודת פורים שאכלה בלילה לא יצא ידי חובתו
מ"ט ימי משתה ושמחה כתיב בהו:
Abaye bar Avin and Rav Chanina bar Avin would switch their meals with each other {thus fulfilling mishloach manot}.
Rava said: One is obligated on Purim to drink until he cannot distinguish between "Blessed be Mordechai" and "Cursed be Haman."
And Rava said: The meal of Purim eaten at night, one does not fulfill his obligation.
What is the reason?
{Esther 9:22}:
כב כַּיָּמִים, אֲשֶׁר-נָחוּ בָהֶם הַיְּהוּדִים מֵאֹיְבֵיהֶם, וְהַחֹדֶשׁ אֲשֶׁר נֶהְפַּךְ לָהֶם מִיָּגוֹן לְשִׂמְחָה, וּמֵאֵבֶל לְיוֹם טוֹב; לַעֲשׂוֹת אוֹתָם, יְמֵי מִשְׁתֶּה וְשִׂמְחָה, וּמִשְׁלֹחַ מָנוֹת אִישׁ לְרֵעֵהוּ, וּמַתָּנוֹת לָאֶבְיֹנִים. 22 the days wherein the Jews had rest from their enemies, and the month which was turned unto them from sorrow to gladness, and from mourning into a good day; that they should make them days of feasting and gladness, and of sending portions one to another, and gifts to the poor.
is written about it {emphasis on days of feasting}.

{Megillah 5b}

תני רב יוסף שמחה מלמד שאסור בהספד משתה מלמד שאסור בתעני' יו"ט מלמד שאסור בעשיית מלאכה
רבא בריה דרבה אמר הספד ותענית קבילו עלייהו מלאכה לא קבילו עלייהו דמעיקרא כתיב שמחה ומשתה ויום טוב ולבסוף כתיב לעשות אותם ימי משתה ושמחה ואילו יו"ט לא כתיב
וכן הלכתא
דקיימא לן דהני תרי יומין דאינון ארביסר וחמיסר תרוייהו אסירי בהספד ובתענית
דכתיב במגילת תענית את יום ארבעה עשר בו ואת יום חמשה עשר בו יומי פוריא אינון דלא למספד בהון ודלא להתענאה בהון
Rav Yosef taught {darshening words in the pasuk, Esther 9:19}:
יט עַל-כֵּן הַיְּהוּדִים הפרוזים (הַפְּרָזִים), הַיֹּשְׁבִים בְּעָרֵי הַפְּרָזוֹת--עֹשִׂים אֵת יוֹם אַרְבָּעָה עָשָׂר לְחֹדֶשׁ אֲדָר, שִׂמְחָה וּמִשְׁתֶּה וְיוֹם טוֹב; וּמִשְׁלֹחַ מָנוֹת, אִישׁ לְרֵעֵהוּ. 19 Therefore do the Jews of the villages, that dwell in the unwalled towns, make the fourteenth day of the month Adar a day of gladness and feasting, and a good day, and of sending portions one to another.
simcha -- this teaches that it is forbidden to eulogize {then}.
mishteh -- this teaches that it is forbidden to fast.
yom tov -- this teaches that it is forbidden to perform labor.

Rava son of Rabba said: (not) Eulogizing and (not) fasting they accepted upon themselves; labor they did not accept upon themselves. For initially {in the pasuk above, 19}, it is written simcha and mishteh and yom tov, and at the end, it is written

כב כַּיָּמִים, אֲשֶׁר-נָחוּ בָהֶם הַיְּהוּדִים מֵאֹיְבֵיהֶם, וְהַחֹדֶשׁ אֲשֶׁר נֶהְפַּךְ לָהֶם מִיָּגוֹן לְשִׂמְחָה, וּמֵאֵבֶל לְיוֹם טוֹב; לַעֲשׂוֹת אוֹתָם, יְמֵי מִשְׁתֶּה וְשִׂמְחָה, וּמִשְׁלֹחַ מָנוֹת אִישׁ לְרֵעֵהוּ, וּמַתָּנוֹת לָאֶבְיֹנִים. 22 the days wherein the Jews had rest from their enemies, and the month which was turned unto them from sorrow to gladness, and from mourning into a good day; that they should make them days of feasting and gladness, and of sending portions one to another, and gifts to the poor.
but yom tov is not written.
And so is the halacha. For we establish that these two days, which are the 14th and the 15th, both of them one is forbidden to engage in eulogizing and fasting, for it is written in Megillat Taanit: the 14th of it {Adar} and the 15th of it are the days of Purim, that one should not eulogize therein nor fast therein.

ואמר רבא לא נצרכה אלא לאסור את של זה בזה ואת של זה בזה
And Rava said: it was only required {to list these two days} in order to forbid this for them and that for them. {the 14th for those keeping the 15th and the 15th for those keeping the 14th}
