{Megillah 26a continues}
Gemara:

אמר רבה בר בר חנה אמר ר' יוחנן זו דברי רבי מנחם ברבי יוסי סתימתאה
אבל חכמים אומרים רחוב אין בו משום קדושה

ור' מנחם בר' יוסי מ"ט הואיל והעם מתפללין בו בתעניות ובמעמדות
ורבנן ההוא אקראי בעלמא הוא:

Rabbi bar bar Channa cited Rabbi Yochanan: The words of the stam Mishna are those of Rabbi Menachem beRabbi Yossi. However, the Sages say that a street has no inherent holiness.

And for Rabbi Menachem beRabbi Yossi, what is the reason? Since the populace pray there on fast days and Maamadot.
And the Sages? This is mere happenstance.

בית הכנסת לוקחים תיבה.
אמר ר' שמואל בר נחמני א"ר יוחנן לא שאנו אלא בית הכנסת של כפרים אבל בשל כרכין כיון דמעלמא קאתו ליה הויא דרבים ולא מצו מזבני ליה
אמר רב אשי והאי בי כנישתא דמתא מחסיא אע"ג דמעלמא קאתו לה כיון דאדעתא דידי קאתו לה אי בעינא מצינא לזבונא:
"{If they sold} a synagogue, they may purchase an ark":
Rav Shmuel bar Nachmani cited Rabbi Yochanan: They only learned this about the synagogue of villages, but of walled cities, since from everywhere they come to it, it belongs to the public and they are unable to sell it.
Rav Ashi said: And this synagogue in Mata Mechasia, even though from everywhere they come to it, since they come to it based on my say so, if I wish, I may sell it.

אמר רב לא שנו אלא שלא מכרו שבעה טובי העיר במעמד אנשי העיר אבל מכרו שבעה טובי העיר במעמד אנשי העיר אפי' למשתי ביה שכרא שפיר דמי
רבינא הוה ליה ההוא תלא דבי כנישתא בארעיה
אתא לקמיה דרב אשי
אמר ליה זבניה משבעה טובי העיר במעמד אנשי העיר וזבנה וזרעה
אמר רב חסדא לא לסתור איניש בי כנישתא עד דבני בי כנישתא אחריתי משום פשיעותא
Rav said: they only learned this where it was not sold by seven good people {overseers} of the city in the assembly of the people of the city, but if seven overseers of the city sold it in the assembly of the people of the city, even {if they used the money} to purchase beer, it is fine.

{Megillah 26b}
Ravina had the ruins of the synagogue in his land-holdings. He came before Rav Ashi {to ask what to do with it}. He {Rav Ashi} said to him: purchase it from seven of the overseers of the city in the assembly of the people of the city, and plant.

Rav Chisda said: One should not pull down a synagogue until he builds another synagogue, because of neglect {such that another synagogue might not be built}.
