Rif Megillah 11a {Megillah 31a continues; 31b}

11a

{Megillah 31a continues}

On the last Yom Tov of Succot {=Shemini Atzeret, they read Devarim 15:19}

19 All the firstling males that are born of thy herd and of thy flock thou shalt sanctify unto the LORD thy God; thou shalt do no work with the firstling of thine ox, nor shear the firstling of thy flock.
and they read the haftara of I Kings 9:1:
א וַיְהִי כְּכַלּוֹת שְׁלֹמֹה, לִבְנוֹת אֶת-בֵּית-ה וְאֶת-בֵּית הַמֶּלֶךְ, וְאֵת כָּל-חֵשֶׁק שְׁלֹמֹה, אֲשֶׁר חָפֵץ לַעֲשׂוֹת. {פ} 1 And it came to pass, when Solomon had finished the building of the house of the LORD, and the king's house, and all Solomon's delight which he was pleased to do, {P}
and the next day {Simchat Torah} they read veZot haBeracha and read the haftara of I Kings 8:22:

כב וַיַּעֲמֹד שְׁלֹמֹה, לִפְנֵי מִזְבַּח ה, נֶגֶד, כָּל-קְהַל יִשְׂרָאֵל; וַיִּפְרֹשׂ כַּפָּיו, הַשָּׁמָיִם. 22 And Solomon stood before the altar of the LORD in the presence of all the congregation of Israel, and spread forth his hands toward heaven;
Other sefarim: Yehoshua 1:
1 Now it came to pass after the death of Moses the servant of the LORD, that the LORD spoke unto Joshua the son of Nun, Moses' minister, saying:

Rav Nachman bar Abba said: Shabbat which fell on Chol haMoed, whether during Nissan or Tishrei, we read {Shemot 33:12}:
12 And Moses said unto the LORD: 'See, Thou sayest unto me: Bring up this people; and Thou hast not let me know whom Thou wilt send with me. Yet Thou hast said: I know thee by name, and thou hast also found grace in My sight.
and read the haftara during Nissan of the dry bones {Yechezkel 37} and in Succot in Tishrei, Yechezkel 38:18:

18 And it shall come to pass in that day, when Gog shall come against the land of Israel, saith the Lord GOD, that My fury shall arise up in My nostrils.
Mishna:

On Chanukka, in the Princes {pashat Naso}. On Purim, {Shemot 17:18}:

8 Then came Amalek, and fought with Israel in Rephidim.
On Rosh Chodesh {Bemidbar 28:11}:
יא וּבְרָאשֵׁי, חָדְשֵׁיכֶם--תַּקְרִיבוּ עֹלָה, לַה: פָּרִים בְּנֵי-בָקָר שְׁנַיִם וְאַיִל אֶחָד, כְּבָשִׂים בְּנֵי-שָׁנָה שִׁבְעָה תְּמִימִם. 11 And in your new moons ye shall present a burnt-offering unto the LORD: two young bullocks, and one ram, seven he-lambs of the first year without blemish;
On Maamadot, in the account of Creation {the beginning of Bereishit}.

On fast days, curses and blessings, and we don't break {end an aliya} in the curses, but rather one person reads them all.

On Monday, Thursday, and Shabbat Mincha, we read from the normal order {of the next week's reading}, and this {reading} does not count to the accounting {but rather, it is when we read it the next week}, for it is written {Vayikra 23:44}:
מד וַיְדַבֵּר מֹשֶׁה, אֶת-מֹעֲדֵי ה, אֶל-בְּנֵי, יִשְׂרָאֵל. {פ} 44 And Moses declared unto the children of Israel the appointed seasons of the LORD. {P}
Their precept is that they read each one in its time.

Gemara:

On Chanukka, in Naso, and they read the haftara in the lamps of Zecharia {Zecharia 3, starting with Zecharia 2:14}. And if it falls on two Shabbatot {since Chanukka is 8 days}, on the first Shabbat with the lamps of Zecharia and on the second Shabbat with the lamps of Shlomo {I Kings 7:40}.

"On Purim, they read {Shemot 17:8}:
8 Then came Amalek, and fought with Israel in Rephidim.
On Rosh Chodesh {Bemidbar 28:11}:
יא וּבְרָאשֵׁי, חָדְשֵׁיכֶם--תַּקְרִיבוּ עֹלָה, לַה: פָּרִים בְּנֵי-בָקָר שְׁנַיִם וְאַיִל אֶחָד, כְּבָשִׂים בְּנֵי-שָׁנָה שִׁבְעָה תְּמִימִם. 11 And in your new moons ye shall present a burnt-offering unto the LORD: two young bullocks, and one ram, seven he-lambs of the first year without blemish;
"
and if it {Rosh Chodesh} falls on Shabbat, they read the haftara of {Yeshaya 66:23}
23 And it shall come to pass, that from one new moon to another, and from one sabbath to another, shall all flesh come to worship before Me, saith the LORD.

Rav Huna said: If Rosh Chodesh fell on Sunday, the previous day they read the haftara of {I Shmuel 20:18}:
18 And Jonathan said unto him: 'To-morrow is the new moon; and thou wilt be missed, thy seat will be empty.
{Megillah 31b}
And Rav Yehuda son of Rav Shmuel bar Shelat cited Rav (*Ashi): Rosh Chodesh Av which falls on Shabbat, they read the haftara of {Yeshaya 1:14}:
14 Your new moons and your appointed seasons My soul hateth; they are a burden unto Me; I am weary to bear them.
and on Tisha BeAv they read {Devarim 4:25}:
כה כִּי-תוֹלִיד בָּנִים וּבְנֵי בָנִים, וְנוֹשַׁנְתֶּם בָּאָרֶץ; וְהִשְׁחַתֶּם, וַעֲשִׂיתֶם פֶּסֶל תְּמוּנַת כֹּל, וַעֲשִׂיתֶם הָרַע בְּעֵינֵי ה-אֱלֹקֶיךָ, לְהַכְעִיסוֹ. 25 When thou shalt beget children, and children's children, and ye shall have been long in the land, and shall deal corruptly, and make a graven image, even the form of any thing, and shall do that which is evil in the sight of the LORD thy God, to provoke Him;
and the haftara of {Yirmeyahu 8:13}:
13 I will utterly consume them, saith the LORD; there are no grapes on the vine, nor figs on the fig-tree, and the leaf is faded; and I gave them that which they transgress.

"On fasts {they read the parsha of} blessings and curses. they do not break off {an aliya} in the curses":
From where do we know this? Rav Acha bar Gamda cited Rav Simai: For Scriptures states {Mishlei 3:11}:

יא מוּסַר ה, בְּנִי אַל-תִּמְאָס; וְאַל-תָּקֹץ, בְּתוֹכַחְתּוֹ. 11 My son, despise not the chastening of the LORD, neither spurn thou His correction;
Rabbi Shimon {our gemara: Resh Lakish} said: Because we do not say a blessing {for the aliyah} on punishments.
Rather, what should he do?
A tanna taught: When he begins {the aliyah}, the should begin with the verse before them, and when he concludes, he should conclude with the verse after them.

Abaye said: They only learned this about the curses in Vayikra, but the curses in Devarim, he does end off {on curses}.
What is the reason? Abaye said: These {in Vayikra} were said in plural form while these were {only} said in singular form; these {in Vayikra} Moshe said {repeated} from the mouth of the Almighty, while these Moshe said them of himself.

They learnt {in a brayta}: R' Shimon ben Eleazar says: Ezra instituted for Israel that they read the curses in Vayikra before Shavuot and those in Devarim before Rosh haShana.
What is the reason?
Abaye, and some say Rabbi Shimon ben Lakish said: So that the year and its curses will be finished.
For Shavuot is also the Rosh haShana for trees, as we learn {in a Mishna}: and on Shavuot for the fruits of the tree.

"On Monday and Thursday {they read the normal reading of next week's parsha}":
The Sages learnt {in a brayta}: In the place where they leave off on Shabbat in Shacharit, there they read on Shabbat Mincha; {where they stopped off} on Shabbat Mincha, {that is where they pick up} on Monday; on Monday, {that is where they pick up} on Thursday; on Thursday, {that is where they pick up} on the next Shabbat. These are the words of Rabbi Meir.

which continues in Vayikra 23:

On Shavuot: {Devarim 16:9}

On Rosh haShana: {Vayikra 23:24}

On Yom Kippur {Vayikra 16}:
א וַיְדַבֵּר ה, אֶל-מֹשֶׁה, אַחֲרֵי מוֹת, שְׁנֵי בְּנֵי אַהֲרֹן--בְּקָרְבָתָם לִפְנֵי-ה, וַיָּמֻתוּ. 1 And the LORD spoke unto Moses, after the death of the two sons of Aaron, when they drew near before the LORD, and died;
On the first day of Succot they read the parsha of Festivals in Vayikra, and the rest of the days of Succot, they read about the sacrifices of Succot {Rif will define this later}.

"On Pesach, they read the parsha of the Festivals in Vayikra":
And nowadays, the world is accustomed to read "Meshach Tora, Kadesh beKaspa, Pesal beMadbera, Shelach Buchra."

{lit. pull [/lead] a bull, sanctify/marry via coin, sculpt in the wilderness, send the firstborn. These 8 words refer to eight different readings:
Day 1: Meshach {pull}: {Shemot 12:21}

21 Then Moses called for all the elders of Israel, and said unto them: 'Draw out, and take you lambs according to your families, and kill the passover lamb.
Day 2: Tora {a bull}: this is the parsha of Festivals in Vayikra, mentioned above. Vayikra 22:26

26 And the LORD spoke unto Moses, saying:
27 When a bullock, or a sheep, or a goat, is brought forth, then it shall be seven days under the dam; but from the eighth day and thenceforth it may be accepted for an offering made by fire unto the LORD.
Day 3: Kadesh = sanctify: Shemot 13:1:
1 And the LORD spoke unto Moses, saying:
2 'Sanctify unto Me all the first-born, whatsoever openeth the womb among the children of Israel, both of man and of beast, it is Mine.'

Day 4: beKaspa = with coin: Shemot 22:24:

24 If thou lend money to any of My people, even to the poor with thee, thou shalt not be to him as a creditor; neither shall ye lay upon him interest.
Day 5: Pesal = sculpt: Shemot 34:1:
1 And the LORD said unto Moses: 'Hew thee two tables of stone like unto the first; and I will write upon the tables the words that were on the first tables, which thou didst break.
Day 6: beMadbera = in the wilderness: במדבר סיני in Behaalotecha: Bemidbar 9:1:

1 And the LORD spoke unto Moses in the wilderness of Sinai, in the first month of the second year after they were come out of the land of Egypt, saying:
2 'Let the children of Israel keep the passover in its appointed season.
Day 7: Shelach = send out: Beshalach: Shemot 13:17:
17 And it came to pass, when Pharaoh had let the people go, that God led them not by the way of the land of the Philistines, although that was near; for God said: 'Lest peradventure the people repent when they see war, and they return to Egypt.'
Day 8: Buchra = the firstborn. Devarim 15:19:

19 All the firstling males that are born of thy herd and of thy flock thou shalt sanctify unto the LORD thy God; thou shalt do no work with the firstling of thine ox, nor shear the firstling of thy flock.
}
and they read the haftara on the first day of Pesach, Galgal {Yehoshua 5:2}:

2 At that time the LORD said unto Joshua: 'Make thee knives of flint, and circumcise again the children of Israel the second time.'
{in which they kept Pesach after circumcising themselves}

and on the second day of Pesach, Yoshiyahu,
{II Kings 23, which contains in 23:21-25 the following:

21 And the king commanded all the people, saying: 'Keep the passover unto the LORD your God, as it is written in this book of the covenant.'
כב כִּי לֹא נַעֲשָׂה, כַּפֶּסַח הַזֶּה, מִימֵי הַשֹּׁפְטִים, אֲשֶׁר שָׁפְטוּ אֶת-יִשְׂרָאֵל; וְכֹל, יְמֵי מַלְכֵי יִשְׂרָאֵל--וּמַלְכֵי יְהוּדָה. 22 For there was not kept such a passover from the days of the judges that judged Israel, nor in all the days of the kings of Israel, nor of the kings of Judah;
23 but in the eighteenth year of king Josiah was this passover kept to the LORD in Jerusalem.
}

and on the last day of Pesach, II Shmuel 22:1f:

א וַיְדַבֵּר דָּוִד לַה, אֶת-דִּבְרֵי הַשִּׁירָה הַזֹּאת, {ס} בְּיוֹם הִצִּיל יְהוָה אֹתוֹ {ר} מִכַּף כָּל-אֹיְבָיו, וּמִכַּף שָׁאוּל. {ס} 1 And David spoke unto the LORD the words of this song in the day that the LORD delivered him out of the hand of all his enemies, and out of the hand of Saul;
and on the next day {Yom Tov Sheni}, Yeshaya 10:32f:
לב עוֹד הַיּוֹם, בְּנֹב לַעֲמֹד; יְנֹפֵף יָדוֹ הַר בית- (בַּת-) צִיּוֹן, גִּבְעַת יְרוּשָׁלִָם. {פ} 32 This very day shall he halt at Nob, shaking his hand at the mount of the daughter of Zion, the hill of Jerusalem. {P}

On Shavuot, on the first day, Shemot 19:
1 In the third month after the children of Israel were gone forth out of the land of Egypt, the same day came they into the wilderness of Sinai.
and they read the haftara of the Chariot, Yechezkel 1:

1 Now it came to pass in the thirtieth year, in the fourth month, in the fifth day of the month, as I was among the captives by the river Chebar that the heavens were opened, and I saw visions of God.
and on the second day of Yom Tov, "seven weeks," Devarim 16:9:
9 Seven weeks shalt thou number unto thee; from the time the sickle is first put to the standing corn shalt thou begin to number seven weeks.
and they read the haftara of Chabakkuk:

On Rosh haShana, on the first day of Yom Tov, {Bereishit 21}:
1 And the LORD remembered Sarah as He had said, and the LORD did unto Sarah as He had spoken.
and they read the haftara about Chana {in the beginning of sefer Shmuel, where she requests a son.}
And on the second day, {Bereishit 22}:
1 And it came to pass after these things, that God did prove Abraham, and said unto him: 'Abraham'; and he said: 'Here am I.'
and they read the haftara of {Yirmeyahu 31}:
יט הֲבֵן יַקִּיר לִי אֶפְרַיִם, אִם יֶלֶד שַׁעֲשֻׁעִים--כִּי-מִדֵּי דַבְּרִי בּוֹ, זָכֹר אֶזְכְּרֶנּוּ עוֹד; עַל-כֵּן, הָמוּ מֵעַי לוֹ--רַחֵם אֲרַחֲמֶנּוּ, נְאֻם-ה. {ס} 19 Is Ephraim a darling son unto Me? Is he a child that is dandled? For as often as I speak of him, I do earnestly remember him still; therefore My heart yearneth for him, I will surely have compassion upon him, saith the LORD. {S}

On Yom Kippur, in Shacharit, they read Acharei Mot and read the haftara of {Yeshaya 57:15}:

In Mincha, the parsha of illicit relations {Vayikra 18} and they read the haftara of {the sefer} of Yonah ben Amitai.

On Succot, on the first two days of Yom Tov, the read the parsha of Festivals in Vayikra and read the haftara of Zechariah 14:
1 Behold, a day of the LORD cometh, when thy spoil shall be divided in the midst of thee.
and on the second day of Yom Tov they read the haftara of I Kings 8:

2 And all the men of Israel assembled themselves unto king Solomon at the feast, in the month Ethanim, which is the seventh month.
and the rest of the days of Succot they read in the sacrifices of Succot.

{Succah 55a}
{In terms of reading the sacrifices of Succot:}

We learn in the last perek of Succot that Amemar established in Nehardea that they skipped.
And the Gaon explained: Such was the custom in the two yeshivot, that one the first day and the second day, which are the two days of Yom Tov, they would read {Bemidbar 29:12} {referring to the first day}:

יב וּבַחֲמִשָּׁה עָשָׂר יוֹם לַחֹדֶשׁ הַשְּׁבִיעִי, מִקְרָא-קֹדֶשׁ יִהְיֶה לָכֶם--כָּל-מְלֶאכֶת עֲבֹדָה, לֹא תַעֲשׂוּ; וְחַגֹּתֶם חַג לַה, שִׁבְעַת יָמִים. 12 And on the fifteenth day of the seventh month ye shall have a holy convocation: ye shall do no manner of servile work, and ye shall keep a feast unto the LORD seven days;

only. {up to and including pasuk 16, since pasuk 17 begins "and on the second day"}

And on the third day, which is Chol haMoed, the Kohen reads "and on the second day" {pasuk 17-19}, the levi reads "and on the third day" {pasuk 20-22}, and the yisrael reads "and on the third day" {thus skipping back, which is dilug}, and the fourth reads "and on the second day" and "and on the third day."

And on the fourth day, the kohen reads "and on the third day," the levi reads "and on the fourth day," the yisrael reads "and on the fourth day," and the fourth individual reads "and on the third day" and "and on the fourth day."

And in this order they read every single day until the 7th day.

{Megillah 29b continues}

in one of them about Rosh Chodesh, and in one of them of Chanukka.

And Rosh Chodesh Tevet that fell on a weekday:
Rabbi Yitzchak Nafcha said: Two {of the three aliyot} read about Rosh Chodesh and one reads {the reading for} Chanukka.

{Megillah 30a}
And if Rosh Chodesh Adar fell on parshat Tetzaveh:
Abaye said: Six should read parshat Tetzaveh until ועשית כיור נחשת {Shemot 30:18, which a bit into parshat Ki Tisa, which started Shemot 30:11}, and one returns and reads from Ki Tisa {Shemot 30:11} until ועשית כיור נחשת {Shemot 30:18}.
And we hold like him.

If it fell on Ki Tisa itself:
Abaye said: The six read from Ki Tisa until Vayakhel {i.e. the entire parsha} and one reads from Ki Tisa until

It was stated {by Amoraim}:
Rosh Chodesh Adar which fell on Friday:
Rav said: They move it earlier to the previous Shabbat.
And Shmuel said: They delay it {until the next day, Shabbat}.
And we establish like Rav.

"On the second {week}, Zachor":
It was stated {by Amoraim}:
Purim which fell on a Friday:
Rav said: they move {the reading of Zachor} earlier {to the previous Shabbat}.
And Shmuel said: They move it later.
And the halacha is like Rav.
And even those who read on the 15th, that their Purim falls out on Shabbat, even so they read it earlier on the past Shabbat.

"On the third, Parah Aduma":
The Sages learnt {in a brayta}:
Rosh Chodesh Adar which fell on Shabbat, they read from Ki Tisa and read the haftara of Yehoyada HaKohen.
And what is the first Shabbat {/week}? Whatever Rosh Chodesh falls therein, and even on Friday.

On the second {week}, Zachor -- and they read the haftara of {1 Shmuel 15:2f}:
2 Thus saith the LORD of hosts: I remember that which Amalek did to Israel, how he set himself against him in the way, when he came up out of Egypt.
And what is the second week? Whatever Purim falls therein, even on Friday.

On the third {week}, Para Aduma -- and they read the haftara of {Yechezkel 36:25}:
25 And I will sprinkle clean water upon you, and ye shall be clean; from all your uncleannesses, and from all your idols, will I cleanse you.
And what is the third? Whatever is juxtaposed to Purim, following it.

We find this when Rosh Chodesh Nissan falls in the middle of the week, but if Rosh Chodesh Nissan falls on Shabbat, the third {week} is the one juxtaposed to Rosh Chodesh Nissan.

On the fourth {week} "Hachodesh Hazeh" and they read the haftara of {Yechezkel 45:18f}:
18 Thus saith the Lord GOD: In the first month, in the first day of the month, thou shalt take a young bullock without blemish; and thou shalt purify the sanctuary.

{Megillah 30b}
and what is the fourth week? Whatever Rosh Chodesh Nissan falls therein, and even on Friday.

To the order of what?
Rabbi Ami said: To the order {seder} of parshiyot. {implying that we skip the regular reading}
And Rabbi Yirmiyah said: To the order of {regular} haftarot.
And we establish like Rabbi Yirmiyah.

Yerushalmi:
Rabbi Abba cited Rabbi Chiyya bar Ashi: We do not skip {a week} between Purim to parshat Parah.
Rabbi Levi said: We do not skip between Parah {the third week} to HaChodesh {the fourth}.
And as a mnemonic: All these parshiyot, just as all these cups {of wine on Pesach}, if he wants to drink he may drink, between the third and fourth he may not drink.
{And one might say this is because:} And in sooth, haChodesh should have preceded Para, for on the first of Nissan the Mishkan was erected, and on the second of Nissan the Para Aduma was burnt. And why was Para placed first? Because it was the purification of Israel.

And this is the breakdown of the matter. When it arrives on the day of Shabbat, they skip on the 15th of Adar {which is Shabbat}, and the mnemonic is זט"ו - Zatu {connoting the day of the week followed by the day of the month - 7, 15}
And when it arrives on Monday, they skip on the 6th of Adar and the mnemonic is Bo - ב"ו {that is, 2nd of the week, 6th of the month}.

And the Sages say: They can sell it as an eternal sale, except for four purposes: for a bathhouse, a tanning house, a house of immersion, and a house of water {laundry or perhaps outhouse for urination}.
Rabbi Yehuda says: They sell it to be a courtyard, and the purchases may do with it what he wishes.

{Megillah 28a}
And Rabbi Yehuda further states: A synagogue which has been destroyed, they do not give eulogies therein, nor do they twine ropes, nor do they set traps therein, nor do they dry fruits on its roof, nor do not make it into a shortcut, for it is written {Vayikra 26:31}:

31 And I will make your cities a waste, and will bring your sanctuaries unto desolation, and I will not smell the savour of your sweet odours.
That is, even when they are destroyed.

When weeds grows there, you should not cut it, in order to cause anguish.

Rav Yehuda cited Shmuel: It is permitted for one {a man} to urinate within four cubits of prayer.
Rabbi Yannai's students asked him: For what reason did you merit long life? He said to them: In all my days, I did not urinate within four cubits of prayer, nor did I call my friend a nickname, nor did I neglect sanctifying the day {of Shabbat/Yom Tov by making kiddush}. I had an aged mother, and one time I did not have wine for sanctifying the day, and she sold her head cap and brought me wine for sanctifying the day. And when she died, she left him 300 barrels of wine. And when he died, he left his sons 3000 barrels of wine.

However, we read therein and learn therein, and deliver a eulogy of the public, and we sweep them and sprinkle water on them {after sweeping}.

He said to him: If he is a Torah scholar, let him say a saying {in learning a shmayta, equivalent to the reasoning behind something}, and if he knows Mishna, let him say a halacha, and if he knows mikra, let him say a pasuk, and if he is not proficient in any of this, let him say to a child that he {the child} should say his pasuk {that he is currently reading}, or alternatively, let him wait a bit and then get up.

Rafram eulogized his daughter-in-law in a synagogue. He said: Either because of my honor or her honor, everyone will come.
Rabbi Zeira eulogized a certain member of the rabbinate in the synagogue. He said: He said: Either because of my honor or his honor, everyone will come.

And Rava said: Initially, I believed that the bimah was the accoutrement of an accoutrement. When I saw that they rest the sefer upon it, I believed it was the accoutrement of holiness.
And Rava said: An ark which broke apart, to construct a smaller ark out of it is permitted. {To construct out of it} a bimah, it is forbidden. A {large broken} bimah to construct a small bimah, it is permitted. For a step up to the Bimah, it is forbidden.
And Rava said: The {inner} curtain {of the aron} is the accoutrement of an accoutrement. When I saw that they fold it and place a sefer Torah upon it, or else spread it over the sefer, I believe that it is the accoutrement of holiness.
And Rava said: These sacks for Chumashim and chests of sefarim are accouterments of holiness, and they are hidden away.
This is obvious! I would have said that these were not made for honor but rather only for protection, and it is like a corner construction for books. Therefore it informs us.

Mar Zutra cited Rav Sheshet: Covers of sefarim which wore out, they make them into shrouds for a met mitzvah {corpse with no one else to bury it} and this is their hiding away.
And Rava said: A Torah scroll which wore out, they hide it away {by burying it} next to a Torah Scholar, even if he is {merely} a learner of halachot {Mishnayot and braytot}.
And Rav Acha bar Yaakov said: And {they bury it} in earthenware vessels, for it is written {Yirmiyahu 32:14}:

And Rav Pappi cited Rava: Converting from a synagogue to a house of Sages {=study hall} is permitted; from a study hall to a synagogue is forbidden.
And Rav pappa cited Rava saying the opposite.
And the halacha is like Rav Pappi, for Rabbi Yehoshua ben Levi said: A synagogue, it is permitted to make it into a study hall. Thus it is clear that a study hall is better.

Rabba bar bar Channa cited Rabbi Yochanan who cited Rabban Gamliel: We do not sell a sefer Torah, even an old one, in order to buy a new one.
And Rabbi Yochanan cited Rabbi Meir: We do not sell a sefer Torah except to learn Torah and marry a woman.
The Sages learnt {in a brayta}: One should not sell a sefer Torah, even if he does not need it.
More than this R' Shimon ben Gamliel said: Even if he does not have what to eat and he sells his sefer Torah or his daughter {as an ama ivriya}, he will never see a sign of blessing.

"And so too for their remnants {leftover money after sale}":
Rava said: They only said this where they sold it and there was left over {from the money}, but if they collected and there is left over, it is permitted.
And if they sold it and there was left over, they also did not say except for where the seven leaders of the city did not make a precondition in the assembly of the residents of the city, but if seven leaders of the city made a condition in the assembly of the residents of the city, even for a dochsusya is permitted.
What is a dochsusya? A horseman to run errands for the city.

Rabba bar bar Channa cited Rabbi Yochanan: If the residents of one city went to another city, and they imposed upon them to give charity, they give it {to the gabbai tzedakka} and when they come {back home} they bring it {the money from the gabbai} with them and use it to provide for the poor of their own city.
A brayta also says so: If the residents of one city went to another city, and they imposed upon them to give charity, they give it {to the gabbai tzedakka} and when they come {back home} they bring it {the money from the gabbai} with them and use it to provide for the poor of their own city. And an individual who went to another city and they imposed upon him to give charity, it is given to the poor of that city.

{Megillah 27b}
He said to them: We learnt it: "Where are these words said {that they take the charity back to the city}, when there is no chaver of the city {Talmid Chacham who involves himself in the needs of the community}, but where there is a chaver of the city, it is given to the chaver of the city. And certainly {in this case} since both the poor of my city and your city rely upon me!"

They do not sell from the community to an individual, because this reduces them in their sanctity {since not so many people will be using them}. These are the words of Rabbi Meir.
They said to him: If so, also from a large city to a small city as well!

They may not sell a synagogue except on condition

And we learn in perek haShutfin {first perek of Bava Batra, 3b}: and these words are where he did not see cracks, but if he saw cracks, he may take it down and build it. Just like this that Rav Ashi saw cracks in the synagogue of Mata Mechasia and so took it down and began to rebuild it, and did not remove his bed from there until even the gutter-pipe was constructed.

Rava said: A synagogue, to exchange it or sell it is permitted, but to rent it or use as collateral is forbidden.
What is the reason? It stands in its sanctity as initially.
Its bricks as well, to exchange them or sell them is permitted, while lending them is forbidden.
And this is so by old ones, but new ones {which have not yet been used for kedusha} we have no issue with it. And even according to the opinion that designation has significance, that is such as clothing for a corpse, such that it is fit for using it, but here, it is like threads to weave with, and there is no one who would forbid.

A present {rather than sale} done by seven leaders of the city in the assembly of the residents of the city -- Rav Acha and Ravina argue about this. One forbids and one permits. The one who forbids -- {he asks: } by what means does its sanctity leave? And the one who permits says, if there was no benefit to him, he would not have given it as a present. Therefore the present is like a sale. And the halacha is like the one who permits.

The Sages learnt {in a brayta}: Things used for a mitzvah may be discarded, while things used for holiness are hidden away. And the following are things used for a mitzvah: succah, lulav, tzitzit, shofar. And the following are things used for holiness: sacks for seforim, for tefillin and mezuzot, a sefer Torah case, a tefillin case, and their {tefillin} straps.

And the Sages? This is mere happenstance.

{Megillah 26b}
Ravina had the ruins of the synagogue in his land-holdings. He came before Rav Ashi {to ask what to do with it}. He {Rav Ashi} said to him: purchase it from seven of the overseers of the city in the assembly of the people of the city, and plant.

Rav Chisda said: One should not pull down a synagogue until he builds another synagogue, because of neglect {such that another synagogue might not be built}.

Rabbi Chelbo cited Rav Chama bar Gurian who cited Rav: A megilla is called a sefer and it is called a letter. It is called a sefer, that if it is sewn with flax threads it is invalid, and it is called a letter, that if it has three stitches of sinew it is valid {unlike by a sefer}, two at the ends of the sheet and one within the sheet.
Rav Nachman said: And so long as every sinew is triply-stitched.

Rabbi Yochanan said: If one reads a megillah written amongst Ketuvim does not fulfill.
Others repudiated him, saying: "They did not say he did not fulfill except for a public reading {with the congregation}, but for a private one he fulfilled."
Rava said: And in a public one also, they did not say this except where it is not a bit smaller or a bit larger than the other parchments, but if it is a bit smaller or a bit larger than the other parchments, since it looks like a megillah in and of itself, even in public he also fulfilled.
And Rabbi Yochanan said:The leaving over when stitching that they leave off on the top and the bottom of the parchment is a halacha leMoshe miSinai, and they repudiated him, saying that they only said this so that it does not rip.

All are valid to read the megillah except for a deaf-mute {at least that it how it is usually translated}, a lunatic, and a minor.
And Rabbi Yehuda validates by a minor.

They only read the megillah {during the day reading} by day. They do not circumcise, immerse, or sprinkle, and so too a woman watching one day against a day {by niddah} should not immerse until sunrise. And all of them which were done from daybreak {before sunrise} it is valid.

Rava said: They only learned this where he intends to return on the night of the 14th, and he is held back and does not return. But, if he does not intend to return on the night of the 14th, he reads with them. For it is written {Esther 9}:
19 Therefore do the Jews of the villages, that dwell in the unwalled towns, make the fourteenth day of the month Adar a day of gladness and feasting, and a good day, and of sending portions one to another.
Now the "Jews of the perazim {understand as unwalled towns}" is written, so why do I need to write "who live in the unwalled towns?"
Rather this informs use that one in an unwalled town just that day is called a paruz {a resident of an unwalled town}, and from the fact that one in an unwalled town just that day is called a paruz, one in a walled town just that day is called a resident of the walled town.

The Sages learnt {in a brayta}: If the reader accidentally omitted a single verse, he should not say, "I will finish all of it {the megillah} and return to read {just} the verse." Rather, he should {go back and} read from that verse and on.
If he entered the synagogue and found the congregation has already read half of it, he should not say, "I will read {the second} half with the congregation and return to read the first half," but rather he should read from the beginning until the end.

"and dozing":
how so dozing? Rav Ashi said: asleep but not asleep, awake yet not awake, such that they call to him and he responds, but it not able to respond with thought {to give a reasoned response} but if you remind him, he remembers {e.g. if you ask him while is is dozing like this, "Did you hear such and such?" he will be able to remember}.

"If he was writing it, and expounded it or corrected it, if he directed his heart he fulfilled, and if not he did not fulfill":
We establish this such that it is all written before him, and he read a verse at a time in the megillah which rested before him and then wrote it {in the other megillah}, for even according to the opinion that {one needs to read only} from "Ish Yehudi"
{Esther 2:5 and on:
5 There was a certain Jew in Shushan the castle, whose name was Mordecai the son of Jair the son of Shimei the son of Kish, a Benjamite,
}
it still needs to be entirely written. And we establish like Rabbi Yochanan, who said that it is forbidden to write even a single letter not from what is written {that is, consulting another written text}, except for tefillin and mezuzot, for we say: "Abaye permitted the residents of Bei Rechava to write tefillin and mezuzot not consulting a written text. Like whom? Like this tanna that learnt {in a brayta}: Rabbi Yehuda says in the name of Rabbenu: tefillin and mezuzot may be written not consulting another written text, nor do they need lines."

And the halacha is that mezuzot do require lines while tefillin do not require lines, and both of them may be written without consulting another written text. What is the reason? They are on everyone's tongue.

{Megillah 16b}
And one needs to make lines for the megillah. For R' Assi said: A megillah needs lines just like an actual sefer Torah.

"And the foreign speaker who heard it in Hebrew fulfilled":
And even though he does not know what they are saying, just as is true by women, who even though they do not understand what is being said, even so they fulfill their obligation, for there is the commandment of reading and promulgating the miracle.

{Megillah 17a}
Mishna:

If he read it intermittently {with pauses in the middle}, and dozing, he fulfilled.
If he wrote it and while doing so corrected it or expounded it, if he directed his heart {which in other contexts means either to intend to fulfill or to direct his attention to pronounce it appropriately} he fulfilled and if not he did not fulfill.

{Megillah 18a}
Gemara
:

What is meant by "intermittently?"
Making pauses, such that he reads a bit and waits, and resumes reading a bit and waits, until he reads it all - he fulfilled.

{Megillah 18b}
The Sages learnt {in a brayta}: If he read it intermittently - סירוגין - he fulfilled. Out of order - סירוסין - he did not fulfill.

Yerushalmi:
סירוגין means cuts {short bursts}; סירוסין means he reads one and skips one. To explain, he reads one and omits one, such that he reads the first verse and skips the second, and reads the third verse, and returns to read the second verse which he had skipped -- in such an instance, he did not fulfill, for it is "out of order."

Bavli:
{Megillah 18b}

Rabbi Muna said in the name of Rabbi Yehuda: even by intermittent reading, if he paused long enough to have finished it all {the megillah} he must return to the beginning.
And we conclude that the halacha is not like Rabbi Muna, but rather, even if he paused long enough to have finished it all, he fulfilled.
And by blowing the shofar as well, we say {in Rosh haShana}: Rabbi Yochanan said: if he heard 9 blasts at nine hours in the day, he fulfilled. And there is a brayta in accordance with him.

The Sages learnt {in a brayta}: If the scribe omitted letters or verses, and the reader read them like a meturgeman who inserts the Targum -- he fulfilled.
To explain: for the one who says the Targum {aloud in shul during the reading} adds matters in order to explicate the meaning of the verse, and thus he reads out these matters by heart; so too, this reader, if he read the verse or letters by heart he fulfilled.
And we object to this, for they learnt {in a brayta}: if there were letters blurred or ripped, if their form is identifiable, it is valid and if not, it is invalid.
And we answer that this is no problem. here was regarding all of them {that we need רשומן ניכר}; here was my a small portion of them {that reading by heart is allowed}.
