12a

positive non-timebound commandments, women are obligated.

And women are Biblically obligated in blessing the day {of Shabbat} , for the Scriptures say (Shemot 20:7):

ז זָכוֹר אֶת-יוֹם הַשַּׁבָּת, לְקַדְּשׁוֹ. 7 Remember the sabbath day, to keep it holy.
and it says (Devarim 5:11):

יא שָׁמוֹר אֶת-יוֹם הַשַּׁבָּת, לְקַדְּשׁוֹ, כַּאֲשֶׁר צִוְּךָ, ה אֱלֹהֶיךָ. 11 Observe the sabbath day, to keep it holy, as the LORD thy God commanded thee.
Those who are within the shemira {observation} are within the zechira {remembering}. And these women, since they are within the obligation of shemira {observation} they are within the zechira {remembering, by blessing the day}.

MISHNA:

A BA'AL KERI {one who is impure because of a seminal emmission} THINKS IN HIS HEART {THE WORDS OF THE SHEMA']} WITHOUT SAYING A BLESSING EITHER BEFORE OR AFTER.
AT MEALS HE SAYS THE GRACE AFTER, BUT NOT THE BLESSING BEFORE.
R. JUDAH SAYS: HE SAYS THE GRACE BOTH BEFORE AND AFTER.
